The Geoscience Energy And Maritime (GEM) Division Provides Advice, Technical Assistance, Research And Training Support To Pacific Island Countries And Territories (PICTs). There Are Four (4) Areas Of Scientific Programming Within This Division

Contract Duration – 2 years, until 15 December 2028 – subject to renewal depending on funding and performance.
Remuneration – the CROP Liaison Associate – Regional Energy Governance is a band 7 position in SPC’s 2026 salary scale, with a commencing taxable salary range of FJD 2,402-3,002 per month, plus local staff benefits. An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

- Oceans and Maritime Programme (OMP) – assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.
- Georesources and Energy Programme (GEP) – assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.
- Disaster and Community Resilience Programme (DCRP) – assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.
- Earth and Ocean Observation Services – Promoting spatial data and systems analysis and capacity to improve decision-making to improve resilience and sustainable resource management.
The Key Responsibilities Of The Role Include
CROP Liaison and Coordination Support
- Act as a primary coordination focal point between SPC, PIFS and national energy, climate, and planning counterparts in PICTs.
- Support country engagement related to energy data requests, monitoring frameworks, and reporting timelines.
- Maintain up-to-date country contact lists, engagement records, and correspondence.
- Provide administrative support to the Pacific Regional Energy Auditor, including scheduling, meeting logistics, and travel coordination.
- Support preparation of agendas, minutes, briefing notes, and follow-up action trackers.
- Assist with procurement, consultant administration, and documentation in line with SPC procedures.
- Support collection, consolidation, and tracking of country inputs for regional energy monitoring and reporting.
- Assist with data requests linked to FESRIP monitoring, SDG 7 indicators, and regional reporting requirements.
- Support the compilation of inputs for the “State of the Energy Transition” report and donor reports.
- Support documentation and coordination related to the phased establishment of the Pacific Renewable Energy Commissioner (REC).
- Assist with preparation of background materials, consultations, and stakeholder engagement activities.
- Support compliance with donor visibility, reporting, and administrative requirements.
Key selection criteria
Qualifications
- A diploma in a relevant field such as administration, international development, public policy, or equivalent body of knowledge and experience.
- At least 3-4 years of experience in administrative, coordination, or liaison roles.
- Experience supporting multi-country or regional programmes.
- Strong organisational and documentation skills.
- Experience working with diverse stakeholders.
- Excellent English communication skills (oral and written).
- Ability to work in a multicultural, inclusive and equitable environment.
