The Climate, Resilience and Sustainability team at Oxford Policy Management is seeking specialist experts on a fixed-term basis, to join an ongoing bid for an upcoming project focused on a climate change wide sectoral reform programme focused on energy transition and water resource management, in Morocco.

The position would be located remotely.

Position Summary

We are seeking experts in the following areas:

  • Hydraulic simulations and climate change
  • Energy systems engineering
  • Storage technologies (batteries, pumped storage, etc.)
  • Power-to-gas solutions
  • Capacity and flexibility markets
  • Electricity grid balancing services
  • Energy modelling (PLEXOS or equivalent)
  • Energy sector experts with experience in electric mobility
  • Geophysics
  • Hydrogeology
  • Hydrological isotope analysis
  • Hydrogeological modelling
  • Computer graphics and data visualisation

Skillset Required

Energy systems & modelling: Understanding of energy generation, distribution, storage technologies, and market mechanisms. Familiarity with modelling tools like PLEXOS or equivalents.

Hydro-environment & geoscience: Expertise in hydrology, hydrogeology, geophysics, isotope analysis, and hydrogeological modelling.

Simulation & analytics: Ability to perform hydraulic simulations, climate impact modelling, and energy system optimisation.

Software & technical tools: Proficiency in relevant software (e.g., Python, MATLAB, GIS tools, advanced computer graphics/visualisation software).

Renewables & storage technologies: Knowledge of battery storage, pumped storage, power-to-gas, and renewable integration.

Electric mobility & grid services: Understanding of electric vehicle infrastructure, grid balancing, flexibility, and capacity markets.

Qualifications

Key Qualifications / Experience / Skills / Behaviours

  • Educational Background:
    • Advanced degree (Master’s or PhD) in Engineering, Energy Systems, Environmental Science, Hydrogeology, Geophysics, Hydrology, or related fields.
    • Strong academic foundation in mathematical modelling, climate science, or renewable energy systems.
Professional Experience

  • Proven experience in energy systems modelling, hydraulic simulations, or hydro-environmental analysis.
  • Demonstrated track record of designing, implementing, or evaluating energy or environmental projects, preferably in multidisciplinary or international contexts.
  • Hands-on experience with energy storage technologies, power-to-gas solutions, or electric mobility systems is highly desirable.
  • Experience in grid balancing, capacity/flexibility markets, or energy policy advisory is advantageous.

Technical Skills

  • Proficiency in modelling and simulation tools such as PLEXOS, MATLAB, Python, GIS, or equivalent.
  • Strong data analysis, visualisation, and computer graphics skills for communicating complex results.
  • Ability to integrate technical, environmental, and policy considerations into actionable recommendations.

All profile must show a solid record of international experience outside Northern Africa, with experience including Morocco as an asset. Only applicants fully fluent in both French and English (minimum C1 level in both languages) will be considered. Knowledge of Arabic is a preference but not a requirement.
