Overview
Oxford Policy Management (OPM) is seeking an experienced international English and German speaking Team Leader to lead a multi-year technical assistance assignment focused on gender-responsive solid waste management, the circular economy, and safe, green public spaces in India. The position will be offered on a fixed-term basis, contingent upon the successful outcome of a bid for an upcoming project.
The Team Leader will be based in New Delhi, India. The role will provide strategic leadership and coordination across key programme components, including strengthening the evidence base for climate-resilient and inclusive municipal services, developing and testing practical service delivery models, and building the capacity of stakeholders at both local and national levels.

Position Summary
The Team Leader will have overall responsibility for overseeing implementation and ensuring delivery against project objecti ves , indicators and milestones .
Core Tasks Include
- Overall project and staff management : R esponsibility for achieving the objectives , indicators and milestones of the project ; Coordination with the project team in Delhi and with experts and consultants .
- Overall responsibility for i mproving the evidence base for climate-resilient municipal public services in solid waste management and circular economy as well as safe and green public spaces across two cities .
- Leading the design and implementation of pilot projects and practical models to enable women and girls t o benefit both as users and service providers through improved, climate-resilient municipal services in solid waste management, the circular economy, and safe, green public spaces .
- Overall responsibility for developing capacity building package for municipal service delive ry by supporting the optimisation of organisational structures and operational processes for greater climate resilience and gender responsiveness .
- Design, implementation, monitoring and evaluation of capacity development measures for local partners in solid waste management, circular economy and safe and green public spaces.
- Overall responsibility for the development of business models for selected value chains for solid waste management, circular economy and the maintenance of safe and green public spaces.
- Responsibility for taking cross-cutting themes into account, in particular gender equality and climate change, across all work packages.
- Ensuring that monitoring procedures are carried out, including provision of data and sources of verification in the results-based monitoring system, and regular reporting in accordance with deadlines.
Key Qualifications / Experience / Skills / Behaviours
- Education and training: University degree in environmental or natural sciences, engineering , business administration, urban development or urban planning.
- Essential language requirement : Fluent in German and English (min. B2 level)
- Professional experience:
- At least 9 years of professional experience in the solid waste management and circular economy sector.
- At least 2 years of professional experience in circular business models and value chains .
- At least 2 years of management experience in projects, companies, start ups or NGOs , including at least 1 year of remote leadership experience.
- International work experience both inside and outside South Asia.
- Demonstrated e xperience in implementing development projects with a gender focus and with a climate change focus .
