Programme Manager - OGDC Industry Outreach
Key Responsibilities and Accountabilities:
The Oil and Gas Decarbonization Charter (OGDC) is a global, industry led initiative launched at COP28 to accelerate the decarbonization of the oil and gas sector and support the goals of the Paris Agreement through collective action, transparency and shared learning. OGDC is currently managed by the secretariat of OGCI, a CEO led organisation comprised of 12 of the largest companies worldwide to catalyse climate actions in the oil and gas industry and to accelerate the energy transition.
OGDC brings together national and international oil and gas companies representing ~40% of oil and gas production with operations across more than 100 countries. The Charter's ambitions include achieving net zero operational emissions by 2050, near zero methane emissions by 2030, and zero routine flaring by 2030, alongside strengthening measurement, reporting and verification (MRV), knowledge sharing, and capacity building across the sector.
OGDC serves as a platform for collaboration, performance tracking and the dissemination of best practices to drive credible, practical and scalable decarbonization outcomes worldwide.
Since its inception, OGDC has delivered the Collaborate & Share program, providing practical tools and resources to enable knowledge sharing among signatories in partnership with OGCI and key stakeholders. Support options target the Charter's priority areas and include webinars, trainings, regional roundtables, and tailored decarbonisation planning projects.
The Programme Manager will play a central role in helping planning, coordinating and delivering OGDC's strategic programmes and initiatives – including engagement with key stakeholders of the OGDC and deployment of the Collaborate & Share program. The role requires strong leadership, excellent communication and stakeholder engagement skills, and the ability to operate effectively at the intersection of climate action, the energy transition and the complex evolving global context.
You will work closely with OGDC leadership, signatory companies, technical experts and communications teams to ensure high quality program delivery of support options to OGDC signatories. You will also manage a team of 1-2 juniors. Additionally, the role supports OGDC's external engagement at major industry and climate forums by developing high-impact communications and briefing materials.

Key Responsibilities & Accountabilities
Programme Leadership & Delivery
- Support Director in planning, and implementation of OGDC's multiyear programs, ensuring alignment with the Charter's strategic priorities and global climate objectives. Manage the delivery of the Collaborate & Share activities, new signatory recruitment, engagements with Signatories and external partners, working closely with OGDC Director
- Prepare preread, minutes, presentations to support OGDC Leadership engagement with Signatories, Signatories Committee, and CEO Champions.
- Manage junior team members' work ensuring milestones, budgets, scope and quality targets are met.
- Build and maintain strong relationships with a broad range of internal and external stakeholders, including OGDC signatories, OGCI workstreams, consultants, industry associations, technical experts, partner organisations and service providers.
- Act as a central coordination point to ensure effective information flow, alignment and collaboration across diverse stakeholders.
- Demonstrate strong awareness of the geopolitical, regulatory and climate policy context affecting the global energy sector, and integrate this understanding into programme planning and engagement strategies.
- Support OGDC leadership at major industry, policy and international forums by preparing:
- Talking points and executive briefings
- Presentations and keynote materials
- Communication and engagement materials
- Press releases and media briefings
- Work closely with the communications team to support the planning and logistics of external engagements, including:
- Roundtables and stakeholder workshops
- In person meetings and bilateral engagements
- Panel discussions and conferences
- High level keynotes and leadership events
- Develop and maintain risk registers, identifying dependencies and implementing mitigation strategies.
- Prepare high quality updates and reports for OGDC leadership.
- Help prepare briefing materials and status updates to internal stakeholders (Signatories, Signatories Committee, CEO Champions leadership).
- Support budget planning for programme activities.
- Monitor expenditures and contribute to financial planning and forecasting processes.
- Identify opportunities to enhance OGDC signatories' performance and develop tailored support options for signatories' consideration.
- Promote the adoption of best practices across OGDC community.
- Drive action‑oriented support for OGDC signatories, coordinating training programmes, workshops, webinars, peer‑to‑peer initiatives, and tailored technical support in collaboration with delivery partners.
- Manage stakeholder and partner engagement, supporting the development and execution of external engagement strategies and building relationships with key technical and strategic partners across the oil and gas and climate ecosystem.
- Support delivery of high‑profile events and communications, including regional workshops, executive roundtables, COP‑related activities, progress reports, case studies, and website content.

Essential Qualifications
Master's degree in Environmental Science, Engineering, Energy, Sustainability, Business, International Relations, Climate Policy or a related field.
Background & Experience
- 5+ years of experience delivering complex, multistakeholder programs, ideally within the energy, sustainability, climate, policy or international development sectors.
- Demonstrated experience working with senior leaders and executive level stakeholders.
- Experience operating in international, multi‑cultural and politically diverse environments.
- Strong understanding of oil and gas operations, climate change, decarbonization strategies, energy transition pathways.
- Prior experience working in oil and gas and/or climate topic..
- Ability to analyse complex data sets and translate insights into clear, actionable reporting and communications.
- Strong proficiency in Microsoft 365 applications, particularly Excel and PowerPoint
- Exceptional communication, engagement and facilitation skills, with the ability to tailor messages to technical, executive and public audiences.
- Strong strategic thinking and problem solving capabilities.
- High level of political and cultural awareness, with the ability to navigate sensitive and complex stakeholder environments.
- Collaborative, inclusive and confident leadership style, with the ability to influence without authority.
- Highly organised, resilient and adaptable in fastmoving, high profile environments.
- Prior experience in international climate policy frameworks.
- Experience supporting executive leadership at major international forums (e.g. COP, World Economic Forum, G20, industry summits).
- Proficiency in foreign languages (e.g. Arabic, Chinese, Russian, Spanish, etc)

Main interfaces:

- External: Consultants, NGOs, civil society, policy makers, rest of the industry, academia
- Position is based in Central London, attendance rule is currently 3-days a week in the office (Tuesday through Thursday).
- Eligibility to live and work in the UK is essential.
- The role may require additional hours to be worked above the normal working hours where necessary to meet business requirements (travels) with no additional payment for overtime.
