The Digital, Data and Security Services (DDSS) directorate, will transform the organisation’s digital, data and AI capabilities through a significant portfolio of Digital, Data and AI initiatives. DDSS is helping Ofgem modernise services, improve decision-making and support the ambitions of the Ofgem Multiyear Strategy, as we enable a more secure, fair and sustainable energy future.
As a Digital Business Analyst (Data & AI Projects), you will play a key role in helping Ofgem realise the value of its digital, data and AI investments. Working across multidisciplinary teams, you will understand and analyse business needs, data challenges and operational processes to support the design and delivery of data-enabled products and services that improve outcomes for colleagues, consumers and the organisation.
Acting as a bridge between business and technical stakeholders, you will help shape solutions that are aligned with user needs, organisational priorities, governance requirements and regulatory requirements.
This is a highly collaborative role within a fast-paced and evolving environment, ideal for someone who enjoys solving problems, engaging with stakeholders and driving meaningful change through data and technology.
You will be responsible for:
- Undertaking research and analysis to understand how business areas operate, with a particular focus on data, processes, systems, people and technology.
- Ensuring new products, data services and process changes meet business needs and align with strategic objectives.
- Understanding and assessing the impact of business, policy, security, regulatory and governance constraints and their implications for data usage and service design.
- Working within architectural guidelines, data standards and governance frameworks to support the development of pragmatic and scalable solutions.
- Working with stakeholders to understand data-related challenges and opportunities and support the development of effective, user-centred solutions.
- Identifying, analysing and documenting business and user needs, translating them into clear, testable requirements.
- Collaborating with business and technical teams throughout discovery, design, development and testing activities.
- Using structured analysis techniques to support scoping, options analysis and decision making.
- Lead the business analysis for small to medium data-related projects and AI proof-of-concept initiatives. Support larger programmes by contributing analysis under guidance.
We are looking for:
A collaborative, analytical and delivery-focused Business Analyst with experience working across digital, data and technology environments. You will be passionate about using data and insight to solve business problems and support better decision-making.
You will be confident engaging with stakeholders at all levels, building strong relationships and facilitating productive conversations between business and technical teams. Comfortable working across multiple initiatives and priorities, you will be skilled in gathering requirements, analysing complex information and translating needs into clear, actionable outcomes.
Experienced in delivering business analysis within agile and multidisciplinary environments, you will be able to assess opportunities, evaluate options and support the successful delivery of data-enabled products and services.
You will demonstrate:
- Proven experience working as a Business Analyst within digital, data and technology environments, supporting the delivery of data-enabled products, services or change initiatives
- Experience applying Agile business analysis approaches, including iterative delivery, agile requirements techniques, prioritisation, and continuous improvement.
- BCS Practitioner Certificate or equivalent certification.
- Strong understanding of data concepts, including data quality, metadata, lineage, integration, data modelling and analytics and the ability to apply these concepts to improve business outcomes and decision-making.
- Experience analysing business processes, systems and data flows to identify opportunities for improvement, inform solution design and support evidence-based decision-making.
- Experience adapting business analysis approaches, outputs, and ways of working to align with different delivery methodologies, project contexts and team needs.
- Experience eliciting, reviewing and prioritising requirements, balancing business value, user needs with technical and operational constraints.
- Experience in building effective working relationships with key stakeholders.
- Experience working collaboratively within multidisciplinary teams to deliver successful digital, data and technology outcomes.
It would be beneficial if you also have experience with tools such as Jira, Confluence, Visio, BPMN, Miro or Trello.

Person specification
Essential Criteria
- Proven ability as a Business Analyst working in Data projects, within digital, data and technology environments. (Lead Criteria)
- Proven experience of applying agile approaches to Business Analysis (e.g. working iteratively, agile requirements techniques, inspecting and adapting) (Lead Criteria)
- BCS Practitioner Certificate (or comparable equivalent) (Lead Criteria)
- Strong understanding of data concepts (quality, metadata, lineage, integration, data modelling, analytics) and how they affect business outcomes.
- Proven experience co-ordinating and reviewing the prioritisation of requirements.
- Proven experience identifying key stakeholders, building relationships, and tailoring communications to the user audience.
Desirable Criteria
- Awareness of cross-government data standards (GDS, CDDO, FAIR, data ethics).
- Experience using tools like JIRA, Confluence, Visio, BPMN, Miro, or Trello to support analysis and collaboration.
