Senior Climate Finance Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support ECOWAS institutions and Member States in facilitating access to climate finance, mobilising sustainable investments, and structuring climate-related financing mechanisms for resilient and environmentally sustainable transport infrastructure projects.
NTU International is seeking a Senior Climate Finance Expert to support climate finance mobilisation, sustainable investment structuring, and financing strategies for climate-resilient transport infrastructure projects across the ECOWAS region.
Key Responsibilities
- Support the identification and mobilisation of climate finance opportunities for transport and infrastructure projects;
- Provide technical assistance on climate finance mechanisms, green investment instruments, and sustainable financing frameworks;
- Support the preparation of bankable climate-resilient infrastructure projects and investment proposals;
- Advise on financing strategies related to climate adaptation, low-carbon transport, and sustainable infrastructure development;
- Support engagement with climate finance institutions, development banks, private investors, and donor organisations;
- Contribute to the preparation of financial analyses, investment frameworks, climate finance strategies, and funding applications;
- Support the integration of climate finance considerations into regional transport planning and corridor development initiatives;
- Coordinate with ECOWAS institutions, national authorities, financial institutions, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to climate finance and sustainable investment mobilisation;
- Contribute to monitoring, reporting, and analytical outputs related to climate finance initiatives and investment programmes.
Education
- Master’s degree in finance, economics, climate finance, infrastructure finance, environmental economics, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in climate finance, infrastructure finance, investment advisory, or sustainable development financing;
- Proven experience working on infrastructure or climate-related projects in developing countries, preferably in Sub-Saharan Africa;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in climate finance, green investment, blended finance, or sustainable infrastructure financing;
- Demonstrated experience with climate finance instruments, investment structuring, donor financing mechanisms, or green funding facilities;
- Experience working with institutions such as the Green Climate Fund (GCF), Adaptation Fund, World Bank, AfDB, EIB, EU, or similar organisations is considered a strong asset;
- Experience related to transport infrastructure, resilient infrastructure, or sustainable mobility financing is considered an advantage;
- Experience in preparing financing proposals, climate investment plans, or bankable infrastructure projects is considered an asset;
- Experience coordinating with public institutions, development finance institutions, or private sector investors is considered an advantage.
Languages
- English or French (C1 mandatory);
- Working knowledge of the other language is considered an asset.
