NTU International is preparing a proposal for the project “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006.”


The overall objective of the project is to support the global transition towards inclusive, smart, clean, safe, secure, resilient and sustainable transport and cities in partner countries, in line with the Global Gateway strategy and the European Green Deal's geopolitical offer.


The contract is expected to start in January 2027 and will have an implementation period of 48 months. Experts may be mobilised for short-term technical assistance assignments globally, with a particular focus on Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific.


We are seeking experienced professionals across a broad range of transport and mobility disciplines to join our Transport Experts Talent Pool.


Key Responsibilities

  • Supporting the identification, preparation, appraisal and implementation of transport and connectivity projects.
  • Conducting prefeasibility and feasibility studies, technical assessments, economic and financial analyses, and sector studies.
  • Supporting transport infrastructure planning, design, rehabilitation, modernisation and investment planning.
  • Assisting public authorities and transport institutions in developing policies, strategies, regulatory frameworks and sector reform programmes.
  • Supporting the preparation of transport investment pipelines aligned with Global Gateway and European Green Deal priorities.
  • Advising on sustainable, low-carbon, smart, safe, resilient and inclusive transport solutions.
  • Supporting multimodal transport, logistics connectivity and integration between different transport modes.
  • Assessing investment climates and identifying opportunities for public and private sector participation, including PPPs.
  • Supporting procurement, tendering, contract management, implementation supervision, and operation and maintenance planning.
  • Supporting the application and promotion of European and international transport standards and good practices.
  • Contributing to institutional strengthening, knowledge creation, training and capacity-building activities.
  • Facilitating coordination between public authorities, EU Delegations, IFIs, infrastructure operators, private sector stakeholders and development partners.


Requirements

  • Minimum 5 years of professional experience in transport, infrastructure, mobility, logistics, connectivity or related sectors, with expertise in one or more of the following areas:

Road and highway infrastructure;

Railway infrastructure, operations, interoperability and signalling;

Ports, maritime transport and inland waterways;

Aviation and airport infrastructure;

Urban mobility and public transport;

Logistics corridors and freight transport;

Multimodal transport and regional connectivity;

Transport planning and infrastructure asset management;

Transport economics, demand analysis and modelling;

Sustainable and low-carbon transport;

E-mobility and transport decarbonisation;

Transport safety;

Climate-resilient transport infrastructure and disaster risk reduction;

Infrastructure project preparation, feasibility studies and project appraisal;

Construction supervision and quality assurance;

Transport sector policy, regulation and institutional reform;

Infrastructure finance, PPPs and private sector participation;

Procurement, contract management and FIDIC;

Environmental and social aspects of transport infrastructure.

  • Experience in international technical assistance, donor-funded and/or IFI-financed projects is highly desirable.
  • Professional experience in Sub-Saharan Africa, Latin America and the Caribbean, and/or Asia and the Pacific will be considered a strong asset.
  • Familiarity with EU transport policies, Global Gateway, the European Green Deal, G20 Principles for Quality Infrastructure Investment and international infrastructure standards is advantageous.
  • Experience working with public authorities, transport agencies, infrastructure operators, IFIs, development partners and/or private sector stakeholders is desirable.
  • Strong analytical, coordination, stakeholder engagement and reporting skills.


Language Requirements

  • Excellent command of English is required.
  • Knowledge of French and/or Spanish will be considered a strong asset depending on the assignment.
