Government Relations & Public Affairs Specialist (m/f/x)

As (Senior) Specialist – Government Relations & Public Affairs you will lead NIO’s Government Relations and Public Affairs activities across Europe, shaping policy environment and managing stakeholder relationships to support the company’s business objectives for market entry, business growth, and strategic positioning through proactive government relations and public affairs engagement.


Responsibilities:


Government Relations

  • Build and maintain senior-level relationships with government authorities, policymakers, regulators and public institutions across Europe
  • Lead policy positioning and advocacy in key areas, including battery swapping and charging infrastructure, EV incentives, cybersecurity, data and AI regulation
  • Represent NIO in engagements with decision-makers, governments, and industry platforms, contributing to legislative processes, industry papers and consultations at EU and national level
  • Monitor and analyze political, legislative and regulatory developments relevant to NIO's business
  • Provide actionable policy advice and early-warning intelligence to EU Management, regional leadership, HQ, and business teams
  • Advice and counsel senior leadership on public policy and governmental developments and their business implications to the company
  • Develop with company executives and the regional business unit head the public policy strategy in Europe region, aligning GR priorities with market needs
  • Shape policy outcomes through targeted advocacy and direct engagement with decision-makers, support the creation of favorable regulatory conditions for market entry and expansion


Public Affairs & Stakeholder Management

  • Identify and execute opportunities to strengthen NIO’s visibility, reputation and influence in Europe
  • Manage relationships with key external stakeholders, including industry associations, think tanks, chambers of commerce, and diplomatic networks
  • Represent NIO in industry associations and working groups, influencing industry positions
  • Prepare high-quality briefings, position papers, and executive communication materials
  • Leveraging high-level political visits and VIP engagements to strengthen NIO’s strategic positioning


Strategic Communication

  • Collaborate with internal teams to develop and implement government affairs strategies aligned with our business objectives
  • Support crisis communication and sensitive external affairs matters when necessary
  • Ensure consistency of messaging in external engagements and policy communication
  • Identify opportunities to strengthen the company’s influence and visibility in key policy discussions
  • Participate and engage in trade organizations, chamber of commerce, non-governmental organizations and strategic industry groups.
  • Prepare and conduct external meetings such as delegation visits, incl. event organization and management presentations.


Qualifications:

  • Bachelor’s or Master’s degree in Political Science, International Relations, Law, Public Administration, Business, or related field
  • Minimum 3-5 years of experience preferred in Governments/Parliaments or also in Government Relations, Public Affairs, Corporate Affairs, or related functions, such as a parliament, ministry, political institution, public administration, political foundation or government affairs function (Bundestag, Landstag, European parliament etc.).
  • Strong understanding of German and EU political and regulatory processes
  • Established network within governmental institutions, industry associations, or policy circles is highly preferred
  • Experience in multinational corporations, automotive, manufacturing, energy, technology, or consulting industries is an advantage
  • Excellent analytical, negotiation, and stakeholder management skills
  • Strong written and verbal communication skills in English and German; Chinese is a plus
  • Ability to work independently in a fast-paced and international environment
