Electrical & Instrument Specialist

to our Asset Management team in the Singapore Tuas Refinery.

As an Electrical & Instrument Specialist is to support Electrical & Instrument Engineers in managing day to day troubleshooting activities, verify & validate effectiveness of reliability programs, and act as Turnaround Quality Assurance focal.

This role necessitates close collaboration with various departments. You will work with the Operations department to monitor equipment defects and plan accordingly. E&I specialist acts as a bridge between Asset Management E&I Engineers and Maintenance/Turnaround Field Supervisors in terms of ensuring right-first time troubleshooting and quality execution of E&I activities. Furthermore, you will engage with the Safety department to guarantee compliance with all safety regulations pertinent to E&I equipment. Your role in our team / in creating a sustainable future

  • Provide technical support for troubleshooting and engineering design to improve the reliability of E&I equipment, ensuring compliance with safety, environmental, regulatory, process control requirements, perform first-pass analysis, and recommend practical and sustainable solutions
  • Continuously monitor and assess the effectiveness of preventive maintenance (PM) programs.
  • Support root cause analysis (RCA) investigations and oversee the execution of complex MOCs, ensuring full compliance with approved change documentation.
  • Collaborate with the E&I Lead to establish and effectively implement predictive and preventive maintenance programs, leveraging best practices, procedures, and appropriate tools.
  • Provide E&I engineering support and quality assurance for work executed during turnarounds (TA), maintenance, and projects, including assigning appropriate resources to review project design packages.
  • Support maintenance activities during projects and turnarounds, covering planning, scoping, preparation, execution, and post-event reviews, including lesson-learned capture and closure.
  • Work with the Maintenance team to eliminate E&I bad actors by recommending cost-effective repair, replacement, or re-engineering solutions, focusing on repeat issues and defect elimination.
  • Manage all aspects of assigned E&I projects, ensuring achievement of HSSE, quality, schedule, and cost objectives.
  • Support implementation and execution of maintenance work processes and actively promote the site’s Reliability culture.
  • Identify and raise reliability issues impacting safety, quality, availability, or capacity, and analyses and recommend corrective actions.
  • Work closely with stakeholders from Maintenance, Operations, HSSEQ, Technical, NES Engineering, and external parties (OEMs, contractors, consultants) to ensure safe and reliable E&I operations and identify improvement opportunities.
  • Support Pre-Start-Up Safety Reviews (PSSR), Ready for Start-Up (RFSU) assessments, and related activities.
  • Review E&I spare parts requirements and recommend appropriate spare parts inventory levels to support reliable operations.

Keys to success in this role / The best combination to succeed in this role

  • Minimum Diploma in Electrical or Instrumentation Engineering.
  • At least 7 years of experience in the Oil, Gas, or Petrochemical industry as an E&I Supervisor, Specialist, or Senior Technician, supporting operation and maintenance of a process plant.
  • Relevant professional certifications and demonstrated work experience aligned with these technical competencies will be advantageous.
  • Prior experience in Turnarounds (TA), Projects, and Maintenance execution is essential.
  • Proven ability to manage projects (electrical / instrumentation installation, construction, commissioning, and change management), plan and execute Turnarounds (TA), and work effectively in a brownfield project environment.
  • Good understanding of process, electrical, and instrumentation hazards, including associated risk mitigation measures in operating process units.
  • Good understanding of international standards, local regulatory requirements.
  • Working knowledge of CMMS systems.
  • Possess relevant technical electrical skillsets. i.e. power distribution & management (high/medium/low voltage systems, switchgears, transformers, MCC…), hazardous area proficiency, electric motors/generators…
  • Possess relevant instrumentation skillsets. i.e. flow/pressure/level/temperature sensors, calibration & bench testing proficiency, final control elements, DCS & PLC systems like Emerson DeltaV, Honeywell, Yokogawa Centum, control loop tuning, knowledge in SIS, Fieldbus, Profibus or Modbus…
