We are looking for you, Competence Coordinator

to join our Competence Development team in Singapore, Tuas location etc.

You will focus on training execution, compliance tracking and learning system administration . In this job you will work closely with both internal refinery stakeholders and external partners, including training vendors.

Learning Needs Analysis (LNA) Support

  • Support the annual LNA preparation cycle by maintaining and updating the approved list of training providers to ensure stakeholders select from trusted and qualified vendors.
  • Support post-LNA implementation by sourcing relevant courses or training providers to meet the annual Training Development Plan where required.
  • Track and monitor training execution against LNA-approved budget and departmental submissions to ensure 100% completion within the work year.

Training Administration & Coordination

  • Manage end-to-end training registration processes, including:
    • Course enrollment
    • Special approval processes
    • Mandatory training gap closure (especially for new hires)
    • Communication to learners and supervisors
    • Certification tracking and recordkeeping
    • Post-training feedback collection
  • Coordinate internal and external training programs, including logistics, attendance tracking, and training effectiveness evaluation.
  • Maintain and update the training calendar.
  • Work closely with the Competence Development Specialist to update completion status in the Learning Management System (LMS).
Learning Management System (LMS) Governance

  • Act as Secondary Super User for L2O & HUGO systems .
  • Upload training records and verify learning history for accuracy.
  • Support system governance and data integrity for audit readiness.
  • Maintain documentation of certifications and post-training follow-ups.
  • Ensure accurate and up-to-date training records for compliance purposes.

Mandatory Training & Compliance Tracking

  • Monitor mandatory training requirements and compliance status.
  • Maintain dashboards and reporting using Power BI .
  • Track completion rates and provide regular compliance reports to stakeholders.
  • Support audit preparation by providing training records, certifications, and supporting documentation.

Onboarding Support

  • Update new hire master data in relevant systems.
  • Issue welcome communications outlining mandatory training requirements.
  • Enroll new hires into required training programs.
  • Ensure timely completion of onboarding training requirements.

Vendor & Stakeholder Management

  • Source, evaluate, and manage training vendors in alignment with organizational standards.
  • Liaise and coordinate with internal stakeholders and external training providers to ensure smooth course execution.
  • Maintain vendor database and ensure continuous improvement of vendor performance.

Keys to success in this role / The best combination to succeed in this role

  • Diploma or Degree in Business Administration, Human Resources, Learning & Development, or related field.
  • Experience in training administration, HR operations, or learning coordination preferred.
  • Familiarity with LMS platforms and procurement systems (e.g., Coupa, VIM) is an advantage.
  • Experience in regulated industries (e.g., Energy, Chemical, Manufacturing) is beneficial.
  • Responsible attitude and safety-oriented mindset
