The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For two decades, NRDC has been a thought leader and trusted adviser to our partners in China. With a highly effective team of more than 30 people based in our Beijing office, NRDC China Program have worked hard at both the national and local levels to recommend, develop, and help implement innovative laws, policies, technologies, and market tools that conserve natural resources, curb pollution and accelerate China's transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China.

Position Summary
:

NRDC is seeking a Project Officer/Program Assistant to work with the China Climate and Energy team in our Beijing office.

The Project Officer (PO) /Program Assistant (PA) will be responsible for supporting the team with project management and research. Some travel (assuming doing so safely is possible) may be involved to partner provinces, such as Shandong, Shanxi, Henan, and Inner Mongolia. This is a full-time position. The selected candidate will be offered an initial term of one year, with the potential to extend based on program needs and funding availability.
Responsibilities:

Strategy Development
  • Contribute to the creation of a provincial strategy driven by local needs and circumstances in support of coal reduction and energy transition efforts in the province.
  • Support the Provincial Lead in developing and updating annual work plans.
  • Contribute to annual budget development.

Project Management and Administrative Support
  • Support and provide guidance to partners in preparing research proposals, budgets, contracts, and compliance materials.
  • Support the team to monitor project progress, help organize and attend regular review meetings at the project and follow up with partners to ensure achievement of desired deliverables and outcomes.
  • Process invoices and help with budget tracking, prepare monthly expense forecast and fund request, and support compliance and reporting as required.
  • Schedule and coordinate various external and internal meetings and seminars (e.g. report releases, publicity events, staff field visits, etc.), including but not limited to administrative and logistical arrangements, meeting material preparation, and the recording and distribution of meeting minutes.
  • Maintain project contract and document library, ensuring project files (electronic and paper) are well organized and up-to-date.
  • Research and Advocacy Draft, proofread, and edit policy notes, memorandums, presentations, and other documents, and, if needed, summarize and/or translate project-related materials.
  • Work closely with the Communications team to effectively communicate the project’s research findings and recommendations to various stakeholders.
  • Keep up-to-date on the latest developments in energy transition in China and internationally and their relevance for provincial coal reduction and energy transition efforts.

Project Management and Administrative Support
  • Support the Project Manager to monitor project progress, help organize and attend regular project meetings (both internal and/or external). Follow up with partners to ensure the achievement of desired deliverables and outcomes.
  • Support the team with project compliance, project progress management, and budget tracking.
  • Process business expenses, reimbursements, and payments. Follow up on payments status and invoices.
  • Maintain project contract and document library, ensuring project files (electronic and paper) are well organized and up-to-date.

Strategy Development, Research, and Advocacy
  • Support the Project Manager in developing and updating provincial strategies and annual work plans.
  • Keep up-to-date on the latest developments in energy transition in China and internationally and their relevance for provincial coal reduction and energy transition efforts.
  • Provide support to project research, literature review, translation, printing and publishing.
Qualifications:
[Project Officer]
  • Minimum of 2 years of relevant, full-time work experience related to energy and environment.
  • Bachelor’s degree in energy, environment, business/public administration, international development, or a related field.
  • Excellent writing skills in both Mandarin and English.
  • A high degree of proficiency with Microsoft Office Suite.
  • Strong interpersonal skills and detail-oriented and organized.
  • Self-motivated with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
  • Ability to work cooperatively with stakeholders, including policymakers, researchers, universities, companies, and NGOs.
  • Experience in key coal-consuming provinces, such as Shandong, Shanxi, Henan, and Inner Mongolia, is a plus.
