Overview:
The Natural Resources Defense Council (NRDC) is seeking two full-time project managers to lead our provincial work of the China Coal Consumption Cap Project (the Project). The Project aims to help China cap and reduce coal consumption to ensure a thriving, clean and climate safe future. The project managers are expected to spearhead cooperation with Chinese partners to help key provinces, currently Shandong, Shanxi, Henan, and Inner Mongolia, transition from coal to clean energy and pursue high-quality economic development.

Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For over two decades, the NRDC has worked in China as a thought leader and trusted adviser to our partners. With a highly effective team of more than 30 members based in our Beijing office, we have worked at both the national and local levels to recommend, develop, and support the implementation of innovative laws, policies, technologies, and market tools that curb pollution and accelerate China’s transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the State Forestry and Grassland Administration of China.

Position Summary:

This position will be responsible for managing the development and implementation of the Project’s specific provincial work strategy and activities, serving as the principal liaison between NRDC and local partners to ensure fruitful collaboration, quality research products and effective outreach activities in targeted provinces.
The manager position is based in NRDC’s Beijing office and will involve some travel to provinces. The managers will be an integral part of NRDC’s China Program and report to a designated leader of the Coal Consumption Cap Project.
Responsibilities:
  • Develop work strategies under the guidance of supervisor based on NRDC China Program’s overall goals and strategies and local needs and circumstances;
  • Develop and update work plans on research topics, activities, outcomes and timelines for specific provinces;
  • Identify and cultivate partners, experts, and stakeholders for provincial coal reduction and energy transition efforts;
  • Manage and work with partners to prepare research proposals, budgets, contracts, etc. and to ensure high-quality and impactful products or outcomes that have practical policy relevance;
  • Monitor, evaluate, and disseminate provincial research, including providing comments to researchers and organizing expert review and report release meetings;
  • Prepare timely work progress reports for funders - narrative and financial, in English and Chinese, as needed; contribute to fundraising, proposal and budget development;
  • May be asked to supervise junior team member(s);
  • Keep abreast of relevant policy development and technology advancement and prepare briefing or analysis notes or papers as needed; and
  • Represent NRDC at meetings as needed.
Qualifications:
  • Minimum of 5 years of relevant, full-time work experience related to energy and environment; those with less than 5 years of relevant experience may be considered, but will be placed at project officer level if hired;
  • Master’s degree in energy, environment, or a related field;
  • Solid knowledge of clean energy, climate change policy and environment, related to China and international context;
  • Familiarity with the challenges and opportunities for energy transition at China's provincial level;
  • Excellent research and writing skills in both Chinese and English;
  • Self-motivated with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines;
  • Ability to work cooperatively with stakeholders, including policymakers, researchers, universities, companies, and NGOs;
  • Ability to communicate clearly and consistently with technical and non-technical audiences including staff, stakeholders, and donors about the work; and
  • Experience in key coal-consuming provinces, such as Shandong, Shanxi, Henan, and Inner Mongolia, is a plus.
