Job Description
The Institute for Environment & Sustainability (IES) at the Lee Kuan Yew School of Public Policy (LKYS) invites applications for a Postdoctoral Fellow to contribute to the establishment of CALM (Climate and Low-carbon Modelling) — a Singapore-focused climate-policy modelling laboratory.
CALM aims to develop a Singapore-calibrated Computable General Equilibrium (CGE) model, grounded in a Social Accounting Matrix (SAM), that integrates:
- Mitigation policy (e.g., carbon pricing, energy transition)
- Physical climate damages and adaptation
- Transition risks (e.g., border carbon measures)
- Micro–macro distributional linkages
Responsibilities
- Construct and balance a Singapore Social Accounting Matrix (SAM) using national accounts, input-output tables, fiscal data, energy balances, and trade statistics
- Develop and calibrate a core CGE model
- Link household survey data to representative household groups for distributional analysis
- Design and simulate policy scenarios (carbon price trajectories, revenue recycling, net-zero pathways, adaptation portfolios)
- Engage with policymakers in scenario co-design and technical discussions
- Publish research outputs in high-quality peer-reviewed journals
- Contribute to technical reports and policy briefs
- Support external grant applications and reporting
- Present findings at academic and policy forums
- PhD in Economics, Environmental Economics, Energy Economics, Applied Economics, or a closely related field
- Strong background in general equilibrium modelling and/or quantitative macroeconomic modelling
- Demonstrated experience with CGE modelling, SAM construction, or applied policy simulation
- Proficiency in at least one CGE modelling platform (e.g., GAMS, GEMPACK, Python-based CGE frameworks)
- Strong programming skills (e.g., GAMS, Python, R, MATLAB)
- Experience handling national accounts, input–output tables, or large administrative datasets
- Solid understanding of:
- Microeconomic theory (production, consumer behaviour, trade)
- Environmental and climate policy instruments (carbon tax, ETS, subsidy reform)
- Trade modelling and price wedges
- Strong, and relevant publication records will be advantageous
- Excellent verbal and written English; due to the nature of the role, knowledge of Asian languages will be advantageous
- Good time management skills, ability to work independently, and multi-task effectively
Application Procedure
Please include the following documents in the application:
- One-page cover letter, with a brief statement of relevant research expertise and description of skill sets (see “Requirements”)
- Research statement outlining research interest, and future direction (max. five pages)
- One writing sample
- Curriculum vitae
- Transcripts (Undergraduate, Masters, and Doctoral degrees): Scanned copies for initial application
- Details of two referees (preferably academic) who can comment on the applicant’s academic abilities and research experience
