What The Role Is

The Strategy Group leads and organises the Public Service to deliver the Government’s long-term, cross-cutting priorities. The National Climate Change Secretariat (NCCS), under the Strategy Group, develops, coordinates, and implements Singapore’s domestic and international climate change strategies. The Strategy team, within NCCS’s Planning Directorate, works across government and with external partners to shape Singapore’s long-term climate transition, strengthen national resilience, and position Singapore as a credible regional climate leader.

What You Will Be Working On

Strategic coordination and planning



  • Coordinate key whole-of-government climate strategy processes, including the Inter-Ministerial Committee on Climate Change (IMCCC) planning cycle, by helping to frame issues, set annual priorities, and track progress across agencies.
  • Develop and analyse global trends through engaging experts and deep research, in order to form a houseview of the trajectory and pace of the global climate transition. Use that to structure clear recommendations to guide Singapore’s own climate efforts, particularly in decarbonisation, adaptation, and international partnerships
  • Design and enhance performance tracking tools and reporting systems to give leaders clear visibility of progress and gaps.

    Climate resilience and adaptation strategy

  • Assess climate risks to Singapore through a structured national climate risk assessment process, including climate risks to multiple domains such as public health, economy, and society.
  • Find ways to enhance the national climate risk assessment process
  • Contribute to the development of Singapore’s National Adaptation Plan working closely with sectoral agencies and stakeholders.
  • Analyse transboundary climate risks, and help shape regional adaptation strategies, including on adaptation financing.

    Capability building and systems development

  • Support whole-of-government climate capability-building initiatives, including guidance on planning, resource allocation, and climate risk management for agencies.
  • Develop recommendations and approaches to address strategic gaps, particularly in areas that cut across agencies (for e.g. international comms and engagement)

  • Strong communication skills, especially in turning complex issues into well-structured narratives and visually compelling slide decks for senior audiences.
  • Collaborative and proactive working style, with the ability to build trust, navigate ambiguity, and influence outcomes without formal authority.
