Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. Chile, as a Party to the Montreal Protocol and its Kigali Amendment, is committed to gradually reducing the consumption of hydrofluorocarbons (HFCs), substances with high global warming potential. Within the framework of the Stage I Kigali Implementation Plan (KIP-I), the Ozone Unit of the Ministry of Environment of Chile, with the support of UNEP, is implementing activities to promote behavioral change among key decision-makers in the refrigeration and air conditioning (RAC) sector. Although HFCs do not deplete the ozone layer, they are potent greenhouse gases. Therefore, Chile has identified the need to design and implement a strategic marketing approach to raise awareness, promote sustainable alternatives, and support compliance with international commitments. This consultancy will contribute to strengthening communication efforts, positioning the Ozone Unit as a national reference, and promoting the adoption of best practices and sustainable refrigerants in the RAC sector. Duties and Responsibilities: Under the overall supervision of the Ozone Unit of the Ministry of Environment of Chile, the Consultant will be responsible for:
- Conducting an audience study and categorization of stakeholders related to the use and management of HFCs, including decision-makers, companies, technical staff, and educational institutions.
- Developing key messages and a unifying communication concept tailored to different target groups, based on the audience analysis.
- Supporting the design and implementation of a multi-channel awareness campaign on HFCs, their climate impacts, and sustainable alternatives, including recommendations for web, social media, and audiovisual materials.
- Proposing and implementing a brand positioning strategy to strengthen the visibility and credibility of the Ozone Unit as a technical and environmental reference.
- Designing and applying tools and indicators to monitor and evaluate the impact of communication and marketing actions.
- Preparing periodic progress reports every two months, documenting activities, findings, adjustments, and recommendations.
- Delivering a final evaluation report summarizing all activities, results, and lessons learned.
- Participating in regular coordination meetings with the Ozone Unit, and ensuring timely submission of deliverables in editable format for review and approval
