If so, the Environment and Climate Division at The Montgomery County Planning Department is where you want to be! We are currently seeking an experienced, dynamic, and innovative Climate and Master Plan Supervisor . The ideal candidate must havestrong interpersonal skills, expert knowledge in environmental master planning and climate issues, and the ability to successfully lead a team. This position offers a unique opportunity to have an impact on the environmental health and climate resilience of the county.

The selected candidate is expected to have significant experience in environmental planning, forest conservation, and climate resilience; the ability to cultivate and nurture a cohesive team; the ability to lead difficult and complex projects; a skillful technique to communicate with internal staff, community members, and elected officials; and the ability to develop a vision with the team and implement it. The candidate must also be creative in integrating best environmental practices while analyzing extensive local environmental data and information. The Supervisor will present to the Montgomery County Planning Board, Montgomery County Council, and the community using strong public speaking skills.

Examples of Important Duties

  • Supervise the Climate and Master Plan team of the Environment and Climate Division; keep staff informed of Commission policies and procedures; establish work program goals and objectives; set work standards; and train staff on all applicable areas. Plan, schedule, assign, and review the work of the Environment and Climate Division Master Plan Team.
  • Coordinate with other Master Plan Supervisors and develop a tracking system to ensure milestones are hit in a timely manner and coordination occurs across disciplines to achieve environmental goals. Utilize creative approaches to integrate environmental goals in every aspect of a plan while achieving all department goals.
  • Utilize a data centric approach to climate and the environment. Oversee environmental studies performed by staff and consultants, collection of data, and implementation of data through GIS and in plan recommendations. Develop an on-call bench of consultants for these projects.
  • Oversee the development of Environmental master plans with supporting data and graphics, including Climate Resilience Plan, Water Resources Plan, Green Infrastructure Plan and guidelines such as Environmental Guidelines, Trees Technical Manual, and Green Streets Guidelines.
  • Oversee all climate related work including climate assessments, development and use of the Quant tool, Climate Action Plan related tasks and implementation items, urban heat studies, floodplain management studies, resiliency hub planning, carbon sequestration studies, and nature-based solutions.
  • Oversee the Planning Department’s actions internally to achieve Climate Action Plan recommendations such as energy use, recycling, composting, waste, and vehicle usage within the Department. Coordinate with Commission wide efforts to achieve a greater impact, develop internal policies, and conduct outreach to Staff including organizing Lunch and Learns and other Commission sustainability events.
  • Coordinate and oversee the drafting of the Commission’s Sustainability Plan, including coordination across Commission Departments and presenting the Plan for approval to the Full Commission.
  • Coordinate master plan efforts on climate initiatives with MC Parks and the MC Department of Environmental Protection.
  • Oversee and conduct informational briefings to the Planning Board and community on climate related issues.
  • Organize and represent the Planning Department at local climate and environmental outreach events including Green Fest.
  • Develop strong relationships with county residents, environmental activists, and development professionals to ensure equitable participation in environmental plans.
  • Supervise the drafting of reports and presentations to the community, Planning Board, and County Council.

Minimum Qualifications

  • Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Six (6) years of progressively responsible professional level planning experience that includes supervisory or project leadership and coordination experience.
  • An equivalent combination of education and experience may be substituted, which together totals ten (10) years.
  • Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Preferred Qualifications:

  • Knowledge of basic Geographic Information Systems (GIS).
  • Expertise in master planning and environmental planning.
  • Strong leadership skills including developing and implementing a vision and positive staff development.
  • Expert communication, people and organization skills.

The salary range listed above represents the earning potential for this position. Salary is commensurate with experience. This position is eligible for a sign-on bonus (external candidates only).
