About The Port Of Hastings Corporation (PoHC)

PoHC was established under the Transport Integration Act 2010 (TIA) and is responsible for the management and operations of the Port of Hastings. The channels and port waters in Western Port are within the jurisdiction of Ports Victoria, which manages them. PoHC is an entity within Victoria's transport and planning portfolio, which is led by the Department of Transport and Planning (DTP). DTP and its entities share responsibility for Victoria's transport and planning systems. DTP is an integrated department that brings together transport, planning, land, precinct, and policy functions. It serves four ministers and two parliamentary secretaries. PoHC and its initiatives are vital contributors to the transport and planning portfolio.

Job Description

The Asset Planning Manager plays a strategic and operational role in shaping the long‑term planning, optimisation, and lifecycle management of a diverse portfolio of port and marine infrastructure assets. The position provides technical, analytical, and coordination support across all asset planning activities, ensuring asset data, documentation, and reporting enable safe, compliant, and reliable infrastructure.

The role strengthens organisational asset management maturity by aligning planning practices with the Victorian Asset Management Accountability Framework (AMAF), ISO 55000/55001 standards, and GFMAM principles. It also contributes to strategic investment decisions by analysing lifecycle cost, risk, performance, and service impacts, supporting both current operations and future port development.

The role sits within a small, high‑value asset portfolio, offering a unique opportunity to contribute across both strategic asset planning and the development of asset management systems and capabilities.

Key Responsibilities

Asset Lifecycle Planning

  • Lead the development and continual improvement of Asset Management Plans (AMPs) for marine and port assets including wharves, jetties, berths, dolphins, buildings, and electrical systems.
  • Develop integrated 10-30 year capital, renewal, and lifecycle programs aligned with future operational and strategic needs.
  • Work with internal teams and consultants to gather, validate, and interpret technical and condition data.
  • Support the management and improvement of the Consolidated Asset Register.
  • Ensure asset plans align with the broader Port Development Strategy and capital delivery programs.
  • Provide input into business cases, investment profiles, budgeting, and prioritisation of capital projects using risk‑based and lifecycle‑based analysis.

Asset Management Capability Uplift

  • Drive continuous improvement of asset planning frameworks, processes, and data quality.
  • Embed AMAF, ISO 55001 and GFMAM‑aligned practices across asset planning activities.
  • Support development of policy, strategy, and asset governance documentation.
  • Provide guidance to internal teams to uplift asset management capability and promote best‑practice methods.

Governance, Compliance & Advisory

  • Contribute to organisational compliance with AMAF and government infrastructure frameworks.
  • Support internal reviews and evidence gathering for annual compliance requirements.
  • Coordinate consultant‑delivered work such as condition assessments and ISO 55001 alignment activities.
  • Assess asset risks across safety, environmental, financial, and operational domains and provide recommendations to senior leadership.

Data, Insights & Strategic Decision Support

  • Maintain and interpret key asset data to enable evidence‑based planning and future asset management maturity.
  • Support resilience and climate adaptation considerations within asset planning.
  • Deliver clear insights, judgement, and technical advice to support strategic planning and investment decisions.

  • Extensive experience in asset management within port, marine, utilities, transport, or heavy infrastructure environments.

  • Proven experience supporting capital investment planning and government or regulated funding processes.
  • Exceptional stakeholder engagement and communication skills, with the ability to influence across technical and non‑technical groups.

Essential

Qualifications & Experience

  • Degree or diploma in Engineering, Asset Management, or a related field.
  • Industry experience across marine, ports, transport, utilities, or infrastructure.
  • Experience in asset planning aligned with AMAF and ISO 55001.
  • Strong analytical and problem‑solving capability.
  • Knowledge of budgeting, financial processes, and operational planning related to assets.
  • Experience with asset management information systems, including implementation and data extraction.
  • Ability to prepare business cases and justify asset‑related expenditure.

Desirable

  • Exposure to major transport infrastructure projects, particularly asset handover and transition processes.
  • Postgraduate qualifications or professional certifications (IAM, IPWEA) in asset management.
