As a Power Resources Compliance Manager

As a Power Resources Compliance Manager, you will work under the general direction of the Senior Commercial Counsel or the General Counsel. You will manage MCE’s power supply compliance and maintain a deep understanding of the California Public Utilities Commission's (CPUC) wholesale electricity and capacity regulations, including Integrated Resource Planning, Mid-Term Reliability (MTR) procurement mandates, Resource Adequacy, Power Charge Indifference Adjustment (PCIA), the Renewables Portfolio Standard, Power Source Disclosure, and Cap and Trade. You will produce compliance reports and advise on power compliance and regulatory matters, ensuring the agency complies with all CPUC, California Energy Commission (CEC) and California Air Resources Board’s (CARB’s) power supply regulations.

You will work closely with relevant MCE departments to ensure compliance and understanding of regulatory matters. In conjunction with the Power Resources department, you will ensure all power procurement matters comply with regulations and standards. You will maintain a deep understanding of MCE’s power supply contracts, state and federal power supply regulations and advise departments on compliance updates and new initiatives.

About The Legal Team

The Legal team supports the general operations of MCE, including contract management, and is responsible for navigating the agency’s governing documents, responding to California Public Records Act requests, managing compliance with open and public meetings under the Brown Act, and all other compliance obligations of the agency.

Key Responsibilities (Illustrative Only)

  • Map out and manage all of the power supply compliance requirements relevant to MCE and keep relevant MCE staff aware of upcoming deadlines and potential challenges.
  • Serve as the point of contact for the Power Resources team regarding all power supply compliance, standards, and regulations.
  • Produce compliance reports, working with both MCE’s Power Resources and Legal teams.
  • This includes CPUC’s Integrated Resource Planning filings, CPUC’s RPS Compliance Reports, CPUC’s RPS Procurement Plans, the CPUC’s MTR compliance reports, Resource Adequacy filings, and the CEC’s Power Source Disclosure Reporting, CARB emissions reporting.
  • Take the lead on regulatory requirements and support filings across the agency, CalCCA data requests, public record act requests, and other ad hoc requests.
  • Anticipate emerging compliance needs and monitor regulatory proceedings for changing regulatory and compliance requirements.
  • Design operating protocols to ensure the Power Resources team adheres to processes aligned with agency goals and allows for continuous improvements to internal systems and controls.
  • Assist with policy research and development to maintain current knowledge of regulatory trends and changes to future market conditions.
  • Assist with legislative analysis and create potential talking points on bills
  • Collaborate with other CCAs on various procurement compliance efforts

Minimum Qualifications

Education: 

  • Bachelor's degree in an electric energy related field. 
    • Master’s degree in a related field is also preferable and would be applicable for two years of experience).
Experience:

Minimum of five (5) years of experience in energy compliance at an electric utility, non-profit or government agency such as - Transportation Agency of Northern California (TANC), CPUC, CEC that is closely related to the magnitude and scale of an electric utility.

Skills: Strong experience using Microsoft office- specifically Excel and Database

Knowledge Of

  • Power supply rules and regulations of the California Public Utilities Commission (CPUC), California Energy Commission (CEC), and the California Air Resources Board (CARB).
  • Procurement processes to support mandatory and voluntary compliance programs.
  • Different types of Power Supply Agreements.
  • Effective project management techniques.
  • Regulations and laws governing compliance and public records act requests in a public agency.
  • Efficient and effective process and operations management.
  • Principles and practices of supervision in a public agency.
  • California electric utility regulatory issues, CPUC regulatory practices and procedures.
  • CPUC/CEC? electric utility rate design, electric resource planning, microgrids, demand response solutions, distributed energy resources, transportation electrification, and regulatory relations.
  • Microsoft Office Suite includes Excel, Word, Adobe Acrobat, and PowerPoint.
  • Depending upon the assignment, principles, and practices in the areas of energy efficiency, resources, and procurement, or other to-be-determined areas.

  • Starting Salary Range: Power Resources Compliance Manager $132,105- $172,838
