Manager of Market Operations, CAISO (Power Procurement) One Position

As the Manager of Market Operations, you will use your knowledge of the California Independent System Operator (CAISO) to guide MCE’s market operations, strategy, and resource optimization. You will manage Scheduling Coordinator interactions, improve bidding strategies, oversee settlements, and ensure MCE follows CAISO rules, tariffs, and business practice manuals (BPMs). You will also lead load forecasting, help analyze portfolio performance, and create reports to support strategic decisions and regulatory compliance.

As MCE’s main CAISO expert, you will look for ways to improve the performance of storage, hybrid, and other portfolio resources. You will handle CAISO compliance and reporting and explain complex market trends in a way that helps leadership make decisions.

You will work closely with both internal teams and external partners to ensure everyone understands and follows CAISO rules and regulations. As MCE’s in-house CAISO expert, you will advise and support different departments to help them make decisions about issues affected by CAISO policies, markets, operations, and settlements. This role may also include supervising others.

Essential Duties And Responsibilities (ILLUSTRATIVE ONLY)

  • Develop and execute MCE’s load, resource (including Battery Energy Storage Systems (BESS)/Hybrid), and Congestion Revenue Rights (CRR) bidding strategies to maximize portfolio value while minimizing market risk and penalties.
  • Lead-load forecasting and scheduling activities to ensure accurate projections and efficient market participation.
  • Oversee bidding, dispatch, and outage coordination by monitoring performance, resolving operational issues with the Scheduling Coordinator, and ensuring strategies are implemented effectively.
  • Act as CAISO Subject Matter Expert; monitor BPM/tariff changes and market redesign initiatives; advise on compliance and strategy.
  • Formulate Import Allocation Rights (IAR) nominate strategy to optimize portfolio economics.
  • Oversee settlements: validation, disputes, and month-end close with Finance department.
  • Support new resources through CAISO’s NRI process.
  • Manage import tagging processes to ensure compliance and accurate scheduling of external resources.
  • Produce portfolio reporting and performance dashboards, delivering executive-ready insights to inform strategic decisions.
  • Lead projects and vendors end-to-end to drive continuous improvement.
  • Manage and coach a high-performing team within Market Operations.

Minimum Qualifications

Required Skills

  • Hands-on experience with Scheduling Coordinator processes, CAISO operations and settlements, and NRI onboarding.
  • Strong project management, analytical, and communication skills.
  • Knowledge of California Public Utilities Commission (CPUC), California Energy Commission (CEC), CAISO, California Air Resources Board (CARB), Federal Energy Regulatory Commission (FERC) rules and regulations.

Experience/ Education

  • Bachelor’s degree in business, economics, finance, engineering, or related field
    • (Master’s degree is a plus).
  • 7+ years of CAISO market operations experience, including work within utilities, Community Choice Aggregators (CCAs), Independent System Operators (ISOs), Regional Transmission Organizations (RTOs), or comparable entities.

About The Power Procurement Department

The Power Resources department is responsible for building a portfolio of clean resources to meet the needs of customers and the reliability of the grid. This team focuses on meeting MCE’s renewable energy and greenhouse gas free (GHG-free) targets, helping MCE reach 85% renewable by 2029 while maintaining at least 95% GHG-free energy for our Light Green product. The power resources team negotiates and manages MCE’s Power Purchase and Energy Storage Agreements and Feed-in Tariff program. In addition, the team maintains a direct relationship with the CAISO in its Scheduling Coordinator functions and projects. The effective work of this team has allowed us to reinvest in renewable energy projects within MCE’s service area that create family-sustaining green-collar jobs.
