Khulisa is seeking an International expert team with a Team lead demonstrating at least 15 years of work experience in climate change, carbon markets infrastructure digital MRV, or related fields.


  • The assignment is expected to conduct over a period of 6 months
  • Proof of at least three (3) work related references.


Objective:

To guide policymakers and technical officers in establishing or upgrading national carbon registries by codifying updated inputs across all core registry dimensions — drawing on evolving market demand, international expectations, and lessons learned from country implementation. he Registry Toolkit will be structured as a modular guide, with each module addressing a key component of registry design and implementation. Each module will require collaboration with specific partners and technical experts.


Team Lead – Carbon Markets & Registry Architect (Key Expert 1)


Core role & responsibilities

  • Overall technical and managerial lead; responsible for quality and coherence of all six toolkit modules and final integrated product.
  • Leads design of registry architecture and governance models, including RACI matrix and institutional arrangements across policy, oversight, and operations (Modules 1, 2, 4, 5).
  • Primary client interface with World Bank; steers country applications, ensures lessons learned are captured and fed back into tools.


Minimum qualifications:

  • 15+ years in climate change, carbon markets infrastructure, and/or digital MRV, including leadership of similar multi-country/registry assignments.
  • Deep understanding of Paris Agreement Articles 6.2 & 6.4, CORSIA, ICVCM, and voluntary/compliance markets, evidenced by at least 3 relevant work references.
  • Proven experience directing multidisciplinary teams and producing toolkits, operational manuals, and implementation guidance for governments or IFIs.
  • Substantial experience working with developing-country governments on carbon market readiness, registry/MRV systems, or related climate instruments.
