DESCRIPTION:
The Certified Energy Manager (CEM) is responsible for benchmarking quality control and third-party verification of Maryland BEPS submissions in ENERGY STAR Portfolio Manager. This remote role, in a 4–6 month contract capacity, validates property details, meter setups, and annual energy data, signs the EPA Data Verification Checklist, and supports owners in marking properties as “verified” and submitting on schedule.
RESPONSIBILITIES:
- Portfolio Manager review and setup
- Confirm property type(s), gross floor area allocations, year built, occupancy, and campus/individual reporting choice.
- Validate the presence of 12 consecutive months of energy data for each covered building.
- Data quality and meter verification
- Run Portfolio Manager Data Quality Checker; resolve alerts and missing/errant values.
- Verify all meters (electricity, gas, delivered fuels, district energy, on-site generation) and proper handling of exclusions (e.g., food service, EV charging, required backup generators), including negative-meter logic where applicable.
- Third-party verification (every five years)
- Generate, review, and sign the ENERGY STAR Data Verification Checklist (DVC).
- Ensure the owner marks the property “Verified,” entering verifier name, organization, date, and professional designation.
- Reporting workflow
- Guide owners on web-services data sharing (read-only) with MDE and annual June 1 submissions.
- Maintain digital verification records for owner retention.
- Advisory (as needed)
- Flag material issues affecting net direct GHG and Site EUI calculations (e.g., district energy treatment, campus roll-ups) and recommend corrective steps consistent with guidance.
Minimum Qualifications
- Active CEM credential a must.
- 3–5+ years in commercial building energy management, audits, or performance reporting.
- Proficiency with ENERGY STAR Portfolio Manager (property setup, meters, data imports/exports, web-services sharing).
- Working knowledge of BEPS requirements, exclusions, and Maryland’s verification cadence.
- Strong documentation and client communication skills.
Preferred Qualifications
- Experience with campus/district energy data handling and emissions allocation.
- Familiarity with submetering, negative-meter techniques, and delivered-fuel reconciliation.
- Prior role as a verifier under a city/state benchmarking law.
Deliverables
- Completed EPA Data Verification Checklist (PDF) per property and verification year.
- Issue log of data corrections (meters, use types, exclusions).
- Owner confirmation that “Verified” status is recorded in Portfolio Manager for the applicable year.
Success Metrics (KPIs)
- First-pass acceptance rate of verified submissions by MDE.
- Turnaround time from data handoff to signed DVC.
- Reduction in post-submission corrections/alerts.
