JOB DESCRIPTION

Insight Global's client is seeking a Project Manager / Owner’s Representative to support multiple renovation and infrastructure projects across state‑owned facilities in the Richmond & Charlottesville, VA area. This position serves as the owner’s “eyes and ears,” coordinating with design teams, contractors, inspectors, and internal stakeholders to ensure projects meet state standards and contractual requirements. This role is well‑suited for an independent, detail‑oriented project manager with experience working on state or institutional construction projects, particularly within regulated environments. The Project Manager will oversee project coordination, documentation, and reporting, while supporting successful delivery across multiple active sites.

Schedule: On‑site, Monday–Friday

Role Overview

The Project Manager will serve as the Owner’s Representative for multiple renovation and capital projects. This role manages projects from concept through construction , coordinating with designers, contractors, and state agencies to ensure successful delivery.

Key Responsibilities

  • Administer all phases of projects including design, permitting, and construction
  • Manage multiple concurrent renovation projects ranging from $500K–$2M , each at varying stages
  • Lead and document design, pre‑construction, and construction meetings
  • Maintain complete project documentation including meeting minutes, status reports, schedules, and logs
  • Review and evaluate work plans, schedules, submittals, RFIs, and change orders , providing recommendations
  • Coordinate with Owners, Architects/Engineers, Contractors, Clerks of the Works, and consultants
  • Conduct regular on‑site visits to verify work complies with contract requirements
  • Track progress of consultants and contractors; identify issues and recommend corrective actions
  • Review contractor pay applications and recommend payment
  • Work with the Clerk of the Works to inspect work and address deficiencies
  • Recommend acceptance or rejection of completed work

Team & Reporting

  • Reports to: Senior Project Manager
  • Works alongside 4–5 Project Managers
  • PM Tools: Excel
  • Certifications: Not required

Qualifications

  • 10+ years of project management experience (5+ years considered with strong state experience)
  • Experience working within the Virginia state system , including:
  • Department of General Services (DGS)
  • Virginia permitting and approval processes
  • Department of Engineering & Buildings (DEB)
  • Proven ability to manage multiple projects simultaneously in an on‑site environment

Compensation:

$60/hr to $65/hr.

Exact compensation may vary based on several factors, including skills, experience, and education.
