About the Project


The World Bank Group (WBG) has created a climate-smart cities platform called APEX Green Cities. This powerful new platform will help cities make decisions about the future of their energy, transport, water, and waste systems through an extensive array of policy and investment options alongside urban climate co-benefits and investment costs. The APEX Green Cities program aims to increase the pipeline of public and private investments influenced by city level policies and investment plans.


The Climate Investment Opportunities Diagnostic (CIOD) for Bali will support the implementation of the Province’s Climate Action Plan (CAP) by evaluating and prioritizing actions proposed in the CAP in terms of potential emissions reduction, investment costs, climate co-benefits, jobs generated, and financing mechanisms. The CIOD will identify a green investment pipeline and relevant financing and implementation models, leveraging the APEX tool.


Location: Jakarta or Bali, Indonesia


Duration: 10 days from April to June 2026 (FY 2026), 40 days from July to December 2026 (FY 2027)


Responsibilities


The World Bank Group is seeking an Urban Specialist (Short-Term Consultant) to support the delivery of the CIOD for Bali. The consultant will serve as the APEX/WBG team’s local technical analyst and coordinator with the provincial government and private sector. Specifically, the consultant will be responsible for the following outputs and deliverables:


  1. Baseline and measures data analysis. The consultant will work independently and with the local government to identify data sources, follow-up on data leads, and retrieve data necessary to complete the CIOD; clean and translate data into an appropriate format so that it can be used in the APEX tool; and track and report all important metadata, including data sources, data adjustments, and other important characteristics (i.e., data year, geography covered, units, source contact information, etc.).
  2. Coordination with public officials and private sector. The consultant will coordinate and arrange meetings with public officials and private stakeholders across relevant sectors to understand local context, validate data, identify measures, and identify other investment, policy, and planning opportunities in the city.
  3. Contributions to the Climate Investment Opportunities Diagnostic. The consultant will support the team writing and presenting sections of the CIOD, addressing local contexts, priorities, and institutional considerations to promote effective communication of discussions and technical outcomes. Additionally, the consultant will produce a brief report on the lessons learned and best practices discovered during the engagement with the city government and data collection efforts, which will be used to inform future APEX engagements.


Skills and Qualifications


  • Master's degree plus minimum of 5 years of relevant experience
  • Excellent oral and written communication skills
  • Excellent interpersonal skills and demonstrated experience working with a variety of stakeholders, including senior government officials, private sector, and policymakers
  • Demonstrated track record of strong research capabilities, quantitative and qualitative analysis
  • Substantial experience in one or more of the following areas: urban planning; climate change (GHG) accounting; municipal/corporate or project finance; energy, water, transport, buildings or other urban infrastructure areas
  • Proficiency in English and Bahasa Indonesia
