Description
The Team Leader shall serve as the primary point of accountability for the entire Subject Matter Expert (SME) and Project Management Unit (PMU) engagement under CITIIS 2.0 for Gujarat. He/she shall function as the independent technical reviewer and principal advisor to GUDM, overseeing technical quality, policy alignment, and timely delivery of all outputs. The Team Leader shall coordinate between GUDM, the State Climate Centre for Cities (S-C3), all participating Municipal Corporations, NIUA/CITIIS PMU, and other relevant state and national stakeholders. The Team Leader shall coordinate between GUDM, the State Climate Centre for Cities (S-C3), all participating Municipal Corporations, NIUA/CITIIS PMU, and other relevant state and national stakeholders. Detailed scope includes, but is not limited to:
- Lead overall program management, coordination, and stakeholder engagement across GUDM, Municipal Corporations, S-C3, and NIUA/CITIIS PMU
- Provide independent technical vetting and quality assurance of the Integrated State Climate Action Plan (ISCAP) and City Climate Action Plans (CCAPs)
- Review and validate GHG inventories, emission reduction models, climate risk assessments, and sectoral action plans
- Support climate budgeting and advise on climate finance instruments including green bonds, blended finance, and PPP structures
- Oversee monitoring of 28 CSCAF 2.0 indicators and support operationalisation of the State Climate Data Platform (SCDP)
- Guide institutional strengthening, governance frameworks, and regulatory compliance at state and city levels
- Design and oversee capacity-building programmes, training modules, and knowledge management materials for municipal officials and state departments
- Prepare milestone-wise compliance reports, progress updates, and presentations for GUDM, NIUA, and MoHUA reviews
- Manage and coordinate the full deployed team of domain experts, ensuring timely and quality delivery across all project activities
- Provide advisory support on any other climate action and CITIIS 2.0 related tasks as directed by GUDM
- Any other relevant items as per the RFP document and client requirements
