Hennepin County's Climate and Resiliency department is seeking a Climate Mitigation Manager. The Climate Mitigation Manager will be responsible for developing and implementing strategies to reduce greenhouse gas emissions through sustainable transportation, energy efficiency, and renewable energy initiatives. This position will also lead the effective implementation of a countywide plan to advance climate mitigation goals, ensuring alignment with Hennepin County’s Climate Action Plan, and supporting cross-sector collaboration to drive measurable impact.

Location and hours:

This position is hybrid and will be performed both on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487 , and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

About The Position Type

This is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County to apply for this position. Limited duration employees not eligible.

In This Position You Will

  • Lead the creation and implementation of a county-based collaborative effort to advance clean transportation, energy efficiency, weatherization, and the adoption of renewable energy across Hennepin County communities, with a focus on equity, accessibility, and measurable emissions reductions.
  • Operationalize mitigation strategies across county departments, while managing an internal team of subject matter experts to ensure coordinated, effective implementation of climate action priorities.
  • Develop and maintain strong relationships with state, regional, local, and internal stakeholders, including community-based organizations, to ensure inclusive and successful implementation of climate mitigation initiatives.
  • Identify and evaluate emerging technologies, programs, and best practices that support transportation decarbonization, energy efficiency, and renewable energy adoption.
  • Conduct cost-benefit and environmental impact analyses to assess the effectiveness and equity outcomes of proposed strategies.
  • Establish systems for monitoring, evaluation, and reporting; provide quarterly progress updates to the Climate and Resiliency Director.

Need To Have

  • One of the following:
    • Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
    • Bachelor's degree in business administration or other field appropriate to the position and five years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
Nice To Have

  • Experience:
    • Leading cross-sector initiatives focused on climate mitigation, sustainability, or environmental justice.
    • Managing multidisciplinary teams and complex projects within government or nonprofit sectors.
    • Securing and managing grants or funding for climate-related programs.
  • Knowledge of:
    • Local, state, and federal policies related to clean energy, transportation decarbonization, and climate resilience.
    • Equity frameworks and their application in environmental and public policy contexts.
    • Best practices in climate mitigation, energy efficiency, and renewable energy technologies.
    • Data analysis tools and methodologies for evaluating environmental and equity outcomes.
  • Ability to:
    • Translate complex technical information into accessible language for diverse audiences.
    • Build and sustain collaborative relationships across government agencies and internal departments.
    • Design and implement inclusive strategies that center equity in climate action planning.
    • Monitor, evaluate, and report on program performance using data-driven approaches.
    • Proven ability to integrate equity considerations into program design, policy development, and implementation.
    • Experience applying intersectional equity principles to environmental and operational decision-making.
