Job Description
Role Purpose
Oversee the planning, execution, support and monitoring of programmes linked to Hlanganisa’s thematic areas (access to justice, climate and energy justice, democracy and social accountability and gender justice) to ensure that they are completed on time, within budget, align with Hlanganisa’s mission, vision and objections, are impactful and that they are sustainable beyond the period of Hlanganisa’s direct involvement. Contribute to thought leadership through reports, presentations and publications.
Roles and Responsibilities
Programme Planning & Execution
- Provide strategic input into the design and implementation of Hlanganisa’s programmes to ensure alignment with the organisation’s thematic areas and agenda.
- Work with programme officers and community mentors to ensure that grant-making is not only transactional but also a strategic lever for organisational strengthening for partners, systems change and social justice impact.
- Develop and implement frameworks to measure and demonstrate the strategic value and impact of grants awarded.
- Build and sustain effective working relationships with Programme Officers and internal team.
- Manage internal team, distribute work amongst team, and follow progress on deliverables.
- Provide continuous feedback on performance and identify and pre-emptively resolve workplace concerns and issues.
- Collaborate with internal teams, across departments to ensure programme alignment and integration
- Approve calls from proposals developed by Programme Officer, make adjustments as necessary
- Establish and manage the proposal review panel to support the adjudication of submitted proposals.
- Ensure adherence to due process, including coordinating and supporting due diligence on prospective partners, and overseeing the full process through to partner contracting and integration into the grants management system.
- Identify and mitigate risks that could impact on programme delivery and develop strategies to address potential delays or issues
- Build and maintain relationships with partners, and stakeholders to ensure effective programme delivery and impact
- Leverage opportunities for collaboration with other partners and stakeholders
- Build sustainability of partner organisations by ensuring that there are appropriate resources, systems and processes in place and that organisations have sufficient capacity to stand alone.
- Monitor progress, identify risks and provide technical assistance and support to partners/grantees and oversee capacity strengthening
- Prepare grant agreements and submit for approval to Director for Programmes and Impact
- Ensure grants are implemented and reported on according to contractual agreements
- Review grant application budgets and financial parameters
- Oversee the process of regranting to partners where this is applicable and relevant
- Work with the Programme Officers to ensure grants are implemented and reported on according to contractual agreements
- Provide creative and strategic leadership to bridge all service areas, providing consistent learning and reflection across programmes leaving Hlanganisa’s footprint.
- Identify opportunities unique to different areas.
- Maintain and develop the relationships needed to accomplish these objectives.
- Support teams to integrate and coordinate programmes and services across the
- Support programme officers and community mentors to engage as “frontline” representatives in the regions they service.
- Develop the skill, experience and professional expertise of the programmes and impact team
Qualifications and Requirements
- A minimum of a bachelor’s degree (with considerable experience); ideally, a post-graduate qualification in fields such as social sciences, politics, gender studies, public health, public administration, or related
- Must be South African or have the right to work in South Africa (work permit).
Strong programme management skills and experience, including the ability to manage complex programmes, budgets, and resources effectively. Specifically:

- Willingness to travel
- Exposure to grant making / development finance.
- Capacity building
- Experience of working in a non-profit organisation and / or community-based organisation
- Must have held a management position for approximately 3 years.
- Familiarity to at least some of the following thematic areas: access to justice, gender justice and women’s leadership development and climate change and energy justice.
- Ability to speak some African languages would be an advantage.
