Position Summary

The Area Facility Operations Specialist monitors, evaluates, and maintains the physical and functional condition of assigned facilities and building systems. This position coordinates repairs, initiates work orders, oversees projects, ensures regulatory compliance, and serves as a primary point of contact for facility-related issues and emergencies.

This is a hybrid field and office position requiring both sustained physical activity and strong technical/computer skills.

Essential Functions and Duties

The employee must be able to perform the following essential functions, with or without reasonable accommodation:

  • Monitor the physical and operational condition of building systems, including HVAC, plumbing, electrical, and structural components.
  • Initiate, track, and manage work orders and project requests using government software systems.
  • Coordinate repairs, maintenance, and improvement projects with contractors and government personnel.
  • Serve as point of contact for facility-related emergencies.
  • Complete Installation Status Report (ISR) assessments for assigned facilities.
  • Attend Real Property Management Board meetings and related planning sessions.
  • Ensure arms vaults and security equipment are functioning properly.
  • Prepare, review, and submit energy efficiency and sustainability recommendations.
  • Monitor and validate utility meter readings and promote energy conservation.
  • Establish and prioritize facility support activities to meet operational and compliance objectives.
  • Review management and technical aspects of assigned projects.
  • Monitor contractor performance for compliance with plans, specifications, and codes.
  • Provide input for design reviews of construction, renovation, and repair projects.
  • Inform government stakeholders of project status, schedules, costs, risks, and mitigation strategies.
  • Review scopes of work and technical specifications for compliance with industry standards.
  • Provide technical advice and evaluations related to facility systems and construction activities.
  • Coordinate project meetings from inception through completion.
  • Facilitate planning, programming, and execution of facility sustainment, restoration, and modernization (SRM) and Base Operations Support projects.
  • Perform minor hands-on tasks as needed, including replacing light fixtures, filters, and basic components.

Hybrid Physical and Technical Job Requirements

This position requires a high level of both physical capability and technical proficiency. Successful performance depends on the employee’s ability to consistently perform physically demanding fieldwork and detailed computer-based administrative work.

The employee must be able to:

  • Conduct regular on-site inspections requiring extended walking, climbing, and physical access to building systems.
  • Perform administrative, reporting, and documentation tasks using computer-based systems.
  • Accurately document inspections, deficiencies, work orders, and project status.
  • Transition efficiently between field activities and office/computer work throughout the workday.
  • Manage workload to ensure both physical duties and technical responsibilities are completed accurately and on schedule.

This is not a primarily desk-based position, nor is it a purely manual labor role. Individuals who are unable to consistently perform both the physical and technical components of this position may not be able to successfully meet performance expectations.

Minimum Requirements and Qualifications

Candidates must meet one of the following:

  • Bachelor’s degree directly related to the position;
  • Technical certification and four (4) years of directly related experience; or
  • Eight (8) years of directly related experience.

Additional requirements:

  • Knowledge of facility maintenance and management, HVAC systems, energy management, OSHA requirements, basic contract and financial management, and environmental compliance.
  • Demonstrated proficiency with Microsoft Office 365, including Outlook, Word, Excel, and Teams.
  • Strong working knowledge of Microsoft Excel for data entry, tracking, and reporting.
  • Proficiency with Adobe PDF software, including editing, organizing, combining, and extracting information.
  • Ability to learn and operate multiple government and enterprise software systems.
  • Demonstrated ability to troubleshoot basic computer and software issues.
  • Ability to work independently with minimal supervision.
  • Favorable National Agency Check with Inquiry (NACI) in accordance with AR 380-67.
  • U.S. Citizenship required.
  • Valid driver’s license and reliable transportation.
  • Must pass pre-employment drug screening.
  • Prior military experience preferred.
  • Experience working with U.S. Army Reserve Centers and administrative hierarchy preferred.
  • Demonstrated ability to perform physically active fieldwork and technical documentation.

Physical Requirements and Environmental Conditions

  • Requires frequent walking, standing, climbing, bending, kneeling, reaching, stooping, crouching, and lifting.
  • Must be able to walk extended distances across facilities and job sites, often exceeding 100 yards at a time.
  • Must be able to climb ladders and stairs and access rooftops, crawlspaces, and mechanical rooms.
  • Must be able to lift, carry, and transport items weighing up to 25 pounds.
  • Requires regular use of hands and fingers for operating tools, equipment, and computers.
  • Requires close, distance, color, and peripheral vision.

Work is performed in both office and field environments. Field work may involve exposure to:

  • Hot and cold temperatures
  • Inclement weather
  • Dust, fumes, and airborne particles
  • Moving mechanical parts and vibration
  • Moderate to loud noise levels

This position may require extended periods outdoors and in physically demanding environments.
