Reporting to the Manager, Mitigation under the Climate Change Secretariat (CCS), the Mitigation Specialist (Specialist) provides expert advice, analysis, and recommendations to Senior Management on energy policy development as well as short- and long-term energy planning. This includes the provision of strategic advice and detailed recommendations on domestic, national, and international energy issues that is based on policy and economic analysis of energy issues in the current context, as well as looking forward over the next twenty years. The Specialist will serve as one of the Government of Nunavut’s (GN) analysts on issues related to energy resources and their development, management, use and regulation. The Specialist will play a key role in management and coordination that is needed to implement the file. This involves work among GN departments, as well as cooperation with GN Crown agencies, external stakeholders and interested public and private sector parties.

The Climate Change Secretariat monitors energy related issues and coordinates GN actions and options for Cabinet level energy decisions. It also manages the implementation of Ikummatiit: The GN’s Energy Strategy across all departments and agencies. The Specialist will need to work across departmental lines and with multiple professionals in other departments. The Specialist assists, directly or indirectly, in ensuring that government energy policies are enacted by Qulliq Energy Corporation (QEC), Nunavut Housing Corporation, Petroleum Products Division and other parts of the territorial government system. The Specialist will be the CCS’s direct contact person with QEC. The Specialist will provide detailed policy and economic analysis, planning and reporting aimed at increasing the use of domestic energy resources, enhancing security and predictability of supply, and reducing long-term Nunavut energy supply costs.

The knowledge, skills, and abilities required for this job are usually acquired through.

  • Environmental Technology Diploma or a related technical diploma from a recognized institution, plus
  • Four (4) years’ experience in a related field.

In keeping with Article 23 of the Nunavut Agreement special consideration will be given to candidates who fulfill these criteria:

  • Knowledge of Inuit culture, society and economy.
  • Community awareness.
  • Fluency in Inuktitut.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

As this is a term position until March 31, 2028,current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.
