Power Energy Portfolio Analyst, Principal

Join Tacoma Power's Power Management team as a Power Energy Portfolio Analyst, Principal! We're on a mission to optimize energy supplies and deliver competitively-priced power products and services to our customers. In this role, you'll co-manage our largest contracts with the Bonneville Power Administration (BPA), covering 40% of our operating expenses. You will be on a team that oversees the BPA Power Supply contract (70% of our delivered electricity) and managing the BPA Transmission Services contract (essential for reliable load service and wholesale transactions). You will be hands on, modeling data for rates planning and analysis, as well as forecasting, and will participate directly in Rates proceedings with BPA. You will also work with our operations team in implementing the BPA Power Supply Contract. Additionally, you may be involved in negotiating and managing other wholesale power supply contracts, the 3rd AC transmission agreement, and contracts with our large industrial retail customers.

Responsibilities include:

  • Represent Tacoma Power's interests in BPA's formal Power and Transmission rate case processes These rate setting processes include revenue requirement and cost of service studies, rate design methodologies, hydrologic condition forecasting, transmission congestion and load studies, resource operation and market price forecasting.
  • Assess the impact of BPA Power and Transmission rate increases and design, including developing rate models and analyzing the impact on Tacoma Power.
  • Work with stakeholders, trade and planning organizations, BPA and other utilities on important regional policy, planning and operational issues associated with power, conservation, and transmission issues (e.g., the Energy Imbalance Market, Columbia River Treaty, BPA OATT).
  • Help manage Tacoma Power's BPA Power and Transmission contract processes and negotiate any necessary new agreements or changes. This includes managing quarterly and annual filing requirements and contract exhibit updates associated with Tacoma Power's BPA Power, Transmission, and Large Industrial Sales Agreements.
  • Develop financial and/or economic spreadsheet models (NPV, IRR, payback, levelized cost of energy, etc) and assist in setting complex long-term power supply, transmission costs, and wholesale revenues for budget and financial planning.
  • Prepare various federal, state, and TPU-level economic, financial, and operational reports (e.g., production unit cost, fuel mix, TP budget).

This position is in office at least three days a week.

Minimum Education:

Bachelor's degree in engineering, economics, business or public administration or directly related field

Minimum Experience:

5 years of electric utility analysis experience in power energy markets or energy technology

Relevant education and experience may substitute for one another on a year-for-year basis

Desired Qualifications:

  • Financial/economic modeling experience
  • Utility rate setting concepts and modeling
  • Knowledge of Bonneville processes and policy
  • Understanding of hydro gen operations or the Columbia River specifically
  • Understanding of or familiarity with regional electric utility issues

Compensation & Benefits

Pay Details: Annual Salary: $122,096.00 - $171,953.60
