The Asia Low Carbon Buildings Transition (ALCBT) Project funded by the German Federal Ministry for Economic Affairs and Climate Action under the International Climate Initiative (IKI), seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Asian countries. The Project is being implemented in 5 countries (Cambodia, India, Indonesia, Thailand, and Vietnam) for a duration of 5 years (2023–2028). The Project targets policy makers (national and state/city governments), building industry professionals (including ESCOs), financial institutions and universities/academia as beneficiaries to advance a low-carbon building transition of the countries. Its objective will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries; enhancement of capacity for current and future building industry practitioners; establishment of financial pathways for low carbon buildings; and project knowledge sharing and promotion to facilitate replication and scaling up. The ALCBT implementation is led by GGGI together with consortium partners, namely ASEAN Centre for Energy (ACE), HEAT International, and Energy Efficiency Services Limited (EESL).


POSITION SUMMARY

The MEL Senior Assistant will support quality results-based management (RBM) within the Asia Low Carbon Buildings Transition (ALCBT) Project by operationalizing GGGI’s MEL framework and adhering to the donor requirements. This position will report to ALCBT Project Manager, with dotted line reporting to the Asia MEL and QA Senior Officer. The position will work closely with ALCBT project team and consortium partners and other MEL personnel in the Asia Regional Office and HQ.

The position contributes to GGGI's mission by supporting the project deliver on its MEL commitments. The Senior MEL Assistant will support the MEL activities of the ALCBT Project.


PURPOSE

To deliver on GGGI’s MEL commitments, tasks of the position will be divided between 80% support to technical MEL delivery and 20% administrative responsibilities.


ENGAGEMENT
  • Liaise with Regional and Country Programs staff and consortium partners to define and support the execution of MEL requirements.
  • Collaborate with the Asia Regional Office (Asia MEL and QA Senior Officer) and GGGI's Impact and Evaluation Unit (IEU) for alignment on operationalization of the MEL rules, standards, and guidelines.
  • Provide necessary data to support Communications and Knowledge Sharing in developing content for communication products and initiatives.

DELIVERY
  • Collaborate with the Asia MEL and QA Senior Officer, ALCBT Project Manager, Regional, Country Programs staff and consortium partners to develop and execute MEL tools for the project.
  • Contribute to monthly, quarterly, biannual and/or annual internal corporate and external donor reporting, including the process of coordinating and compiling inputs from regional, country teams and consortium partners and reviewing data quality, accuracy, and alignment with organizational standards.
  • Maintain data sources and project documentation in an organized manner.
  • Provide MEL advice and training (processes, logframe construct, data collection, analysis, key learnings, etc.) to internal colleagues and key stakeholders.

Support to technical MEL delivery:

  • Development of MEL plan.
  • Designing and executing data collection tools, including field visits.
  • Designing monitoring tools.
  • Development of a learning agenda and facilitation of institutional learning activities.
  • Contribute to proposal development by supporting quality assurance of logframe, articulation of the results chain, calculations of Strategic Outcome multipliers, and target setting.

Administrative (if applicable):

  • Coordinating and organizing meetings, appointments, and calendars.
  • Editing and proofreading content.
  • Assisting with new staff and consultant orientation.
  • Taking detailed notes during the meeting.
  • Compile lessons learned and best practices to support and promote knowledge development and exchange between program staff, HQ, and partners.
  • Assist the IEU and Asia Regional Office in organizing training workshops for project staff on various aspects of project design and MEL, including tool usage, data collection methods, and data analysis.
  • Assist the research of potential donors and maintain an updated donor database and the resource mobilization pipeline for Asia in organizational systems and databases.

REQUIREMENTS

  • A bachelor’s degree in economics, project management, development studies, monitoring and evaluation, environmental science, climate change, sustainable development, or a closely related field is required.
  • Preferred at least (2) years of progressive professional experience, preferably in roles, specifically in designing and implementing logical frameworks, monitoring and reporting systems, and MEL plans for development projects.
  • Advanced written and oral communication skills in English are required.
  • Strong database management skills and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Experience working with SMART indicators, evidence- and results-based monitoring methodologies, outcome mapping, and online reporting platforms in the context of developing countries, preferably within climate change or sustainable development sectors, is desired
  • Desirable experience working on MEL plans and frameworks, and analyses using appropriate software, undertaking research, primary and secondary data collection, analysis.
  • Desirable experience with MEL-related software and tools for data collection, analysis, and reporting (e.g., Open Data Kit, Kobo Toolbox, Ona)
  • Experience and knowledge in climate change or related field will be an asset.
