OBJECTIVES OF THE ASSIGNMENT

The Consultant will support the Center for Thought Leadership (CTL) and the Knowledge Management and Innovation Hub (KMIH) in delivering activities under Output 1 of CTL008 project by undertaking a comprehensive, rapid, partner-informed assessment of identified GGGI member countries, mapping Korean technical and programmatic, and policy solutions, scoping public and private sector actors, and facilitating early-stage stakeholder engagement to enable structured pipeline development.

Specifically, The Consultant Will

• Develop a robust and transparent methodology for pilot country selection, including eligibility criteria, a scoring framework, and a weighting system aligned with investment pipeline objectives.
• Design and implement structured data collection and consultation processes, including surveys and stakeholder consultations, to inform country readiness assessments and partnership feasibility analysis.
• Assess country readiness across GGGI member countries, including policy alignment, institutional capacity, sector prioritization, and investment conditions.
• Map existing climate solutions across priority sectors, public and private sector actors, and financing mechanisms, ensuring alignment with country needs and feasibility of engagement.
• Support stakeholder engagement in early proposal development processes, including private sector outreach and coordination with GGGI country offices.
• Contribute to the selection of 10 preliminary partner countries with the highest potential for pipeline development and structured cooperation.
  
  

DELIVERABLES AND PAYMENT SCHEDULE

Over Three Months, The Consultant Is Expected To Work Following The Schedule Agreed With GGGI. The Number Of Workdays Per Month And The Consultancy Duration May Be Amended By Mutual Agreement. For The Duration Of The Contract, The Consultant Is Expected To Perform The Following Tasks

• Methodology development for country selection
  
  

The Consultant will design a robust and transparent methodological framework to guide the selection of pilot countries. The framework will include clearly defined eligibility criteria, a balanced scoring and weighting system, and standardized templates for data collection to ensure consistency and comparability across countries. It will support prioritization based on policy readiness, institutional commitment, and sectoral alignment with the project’s investment pipeline objectives. The methodology will draw on relevant existing frameworks and international good practices as reference points, with added value provided through the introduction of context-specific criteria, tailored application to GGGI’s operational and project specific needs, and synthesis of findings into a coherent country selection approach. The methodology will integrate structured data collection tools and a clearly defined consultation approach to ensure the assessment is both evidence-based and partner-informed. It will be validated through consultations with CTL and relevant stakeholders prior to full implementation. A detailed workplan will be developed as part of the methodology, outlining key phases, timelines, milestones, and responsibilities for data collection, consultations, analysis, validation, and final application.

• Country readiness diagnostics and assessment
  
  

Drawing on structured desk research, consultation tools, and data collection, the Consultant will assess GGGI member countries’ readiness for engagement in the project. This will include evaluating policy alignment with green growth objectives and Nationally Determined Contributions (NDCs), Long-Term Low Emission Development Strategies (LT-LEDs), institutional capacity and focal points, sector priorities (e.g., Energy, Water, Food, Green Shipping, Blue/Circular Economy and others), and the maturity of investment conditions. Standardized and comprehensive assessments and summaries will be produced for each country, highlighting comparative strengths and enabling data-driven selection.

• Korean solution and mapping of public-private sector actors
  
  

The Consultant will conduct an extensive mapping of Korean stakeholders—public and private—covering companies, industry associations, where relevant public financing institutions, and technical solution providers. The mapping will identify sectoral expertise, solution relevance, readiness for international collaboration, and compatibility with the identified needs of member countries. Initial outreach will be made to key actors, and responses will be documented to inform early-stage engagement and validate feasibility.

• Stakeholder engagement, events, and documentation
  
  

The Consultant will support project team in the course of organizing and supporting stakeholder engagement events. This will include at least one to two events with the Korean private sector and at least one engagement event involving pilot GGGI member countries. Responsibilities include preparing participant lists, invitations, and briefing materials, and ensuring detailed documentation of outputs such as meeting summaries, participant tracking, and follow-up actions. Engagement results will be consolidated into tangible inputs feeding into the matchmaking process.

• Engagement with GGGI country offices
  
  

The Consultant will engage with GGGI Country Offices on a regular basis throughout the assessment process, supporting data collection, and contributing to the readiness and needs assessment through continuous coordination and information exchange. This engagement will ensure that country-specific insights, institutional contexts, and sector priorities are accurately reflected in the analysis. At the final stages, the Consultant will present preliminary findings—validated by the project team—to the respective GGGI Country Offices. Through this process, the Consultant will support the validation of national priorities, institutional commitment, designated focal points, and government-level interest in potential partnerships.

• Synthesis and reporting
  
  

The Consultant will consolidate all analytical and engagement outputs into a consolidated country needs–readiness and partnership opportunity synthesis report, providing comparative analysis, scoring results, and alignment between country needs and Korean solutions with the rationale for preliminary engagements. In collaboration with the project team, the Consultant will also contribute to the preparation of a ten-country matchmaking brief, which justifies the final selection and highlights concrete entry points for partnership models and investment opportunities. Upon accomplishment of this assignment the Consultant may need to present the findings during one of internal GGGI events.

Expertise Required

The description of required expertise is as follows:

Education

• Master’s degree in environment, climate change, sustainable development, international development,
  
  

economics, or related fields.

Experience

• Minimum of 5 years of professional experience in country readiness assessments, project pipeline
  
  

analysis, sustainable investment, or green growth planning.

• Demonstrated experience in data-driven assessment, including development or refinement of scoring or
  
  

selection methodologies.

• Experience conducting stakeholder mapping and stakeholders’ engagement, ideally involving public,
  
  

private, and financial actors.

• Strong knowledge of Korean institutions, private sector actors, or financing mechanisms is a strong
  
  

advantage.

• Experience working with or within international organizations, development agencies, or research
  
  

institutions.
