OBJECTIVES OF THE ASSIGNMENT
The Consultant will support the Center for Thought Leadership (CTL) and the Knowledge Management and Innovation Hub (KMIH) in delivering activities under Output 1 of CTL008 project by undertaking a comprehensive, rapid, partner-informed assessment of identified GGGI member countries, mapping Korean technical and programmatic, and policy solutions, scoping public and private sector actors, and facilitating early-stage stakeholder engagement to enable structured pipeline development.
Specifically, The Consultant Will
Over Three Months, The Consultant Is Expected To Work Following The Schedule Agreed With GGGI. The Number Of Workdays Per Month And The Consultancy Duration May Be Amended By Mutual Agreement. For The Duration Of The Contract, The Consultant Is Expected To Perform The Following Tasks

Specifically, The Consultant Will
- Develop a robust and transparent methodology for pilot country selection, including eligibility criteria, a scoring framework, and a weighting system aligned with investment pipeline objectives.
- Design and implement structured data collection and consultation processes, including surveys and stakeholder consultations, to inform country readiness assessments and partnership feasibility analysis.
- Assess country readiness across GGGI member countries, including policy alignment, institutional capacity, sector prioritization, and investment conditions.
- Map existing climate solutions across priority sectors, public and private sector actors, and financing mechanisms, ensuring alignment with country needs and feasibility of engagement.
- Support stakeholder engagement in early proposal development processes, including private sector outreach and coordination with GGGI country offices.
- Contribute to the selection of 10 preliminary partner countries with the highest potential for pipeline development and structured cooperation.

Expertise Required
The description of required expertise is as follows:
Education
- Master’s degree in environment, climate change, sustainable development, international development,
Experience
- Minimum of 5 years of professional experience in country readiness assessments, project pipeline
- Demonstrated experience in data-driven assessment, including development or refinement of scoring or
- Experience conducting stakeholder mapping and stakeholders’ engagement, ideally involving public,
- Strong knowledge of Korean institutions, private sector actors, or financing mechanisms is a strong
- Experience working with or within international organizations, development agencies, or research
Skills And Competencies
- Strong analytical and report-writing abilities, with excellent command of both English and Korean
- Proven ability to manage and synthesize complex data into actionable insights.
- Strong facilitation and engagement skills across multiple stakeholder groups.
- Proficiency in Microsoft Office tools and ability to use Power Bi or equivalent tools for clear data
