GENERAL INFORMATION
Gender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGI’s Project Cycle Management. All staff have signed GGGI’s Code of Conduct and have been trained on GGGI’s GESI policies. GGGI has recently increased its GESI ambition in alignment with GGGI´s GESI Strategy for 2021 – 2025, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams. GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.
The achievement of Ecuador’s NDC targets requires a substantial increase in the volume of public and private, national and international climate finance invested in the country.
As a result, the Government of Ecuador under the leadership of MEF has embarked on an ambitious effort to increase the mobilization of international climate finance and implementation of innovative sustainable finance instruments to support a climate resilient and low-carbon development of the economy.
Furthermore, the project “Strengthening Ecuador's sustainable finance governance mechanism” will support the government of Ecuador by conducting a diagnostic of the sustainable finance ecosystem, strengthening technical capacities, and establishing a governance framework in coordination with key ministries. The project will also identify green investment opportunities, advance the Green Taxonomy Roadmap, and foster inter-institutional alignment to mobilize climate-aligned finance and support national priorities such as the Climate Finance Strategy and the Second NDC..
The Governance Mechanisms And Taxonomy Criteria Must Reflect Principles Of Gender Equality, Disability Inclusion, And Social Equity, Ensuring That Women, Indigenous Peoples, Afro-descendant Communities, And Persons With Disabilities Are Meaningfully Included In Both Design And Implementation. The Above Goal Will Be Undertaken Through Two Interrelated Targets
The objective of this consultancy is to support the effective implementation of sustainable finance activities in Ecuador under the GGGI-led UK-PACT Project. The consultant will be responsible for capturing lessons learned, good practices, and institutional processes that emerge throughout the implementation of the project. The consultant will systematize stakeholder feedback, document working group experiences, and contribute directly to the UK PACT case study. Their work ensures that the project’s impact is measurable, communicable, and replicable.

Please note that payments will be disbursed based on the successful completion (reviewed and approved by the project manager GGGI, an approval is granted once the corrections suggested in the review process are implemented) of the deliverables described above, including a summary report of each deliverable, according to the following table:

The consultant will work closely with GGGI staff to ensure the goals of this consultancy, and he/she will also be responsible for reporting their progress to the GGGI supervisor.
The consultant’s work progress will be monitored primarily through periodic meetings whether virtually or in person. Meetings will tackle subjects such as the overview of the consultancy objectives, the progress of each outpu- activities, detailed information of milestones, and the identification of any risks.
Deliverables will be produced mainly in Spanish and when necessary in English using GGGI’s formatting requirements, and submitted with proof of editable file backup on GGGI SharePoint system.
The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective. The Project Manager will supervise the contract.
The consultant will work primarily remotely, with required in-person participation in trainings, workshops, and strategic follow-up meetings with GGGI and partners. Therefore, the consultant must be based in Quito, Ecuador.

- Systematize training processes, including design, delivery, and evaluation stages, to identify what worked well, challenges encountered, and recommendations for future capacity-building programs.
- Support the improvement of training materials and approaches by integrating evidence-based recommendations and best practices observed before and after workshops.
- Develop a learning synthesis note summarizing participant insights, gender participation patterns, and institutional strengthening results.
Strategic Governance Mechanism for the SFR and Working Group Roadmaps developed .
- Support to develop proposals for the construction of Strategic Roadmaps for working groups (climate risk, disclosure) and the Operational Goals 2026 of the SFR, ensuring lessons and stakeholder inputs are captured systematically.
- Document and systematize minutes, agendas, and participant data from SFR sessions, and working group sessions.
- Maintain an organized repository of documents, templates, and data generated by SFR activities for knowledge management and reporting.
- Contribute to the Strategic Annual Impact Report, including qualitative insights from lessons learned, and success stories demonstrating institutional progress.
Multi-stakeholder facilitation of the Green Taxonomy Roadmap workshops conducted with full integration of Gender Equality, Disability, and Social Inclusion (GEDSI) considerations.
- Document and systematize key insights and lessons learned from multi-stakeholder sessions activities, including coordination meetings and sectoral working groups.
- Record and analyze stakeholder feedback from roadmap implementation to capture best practices and institutional lessons.
- Synthesize findings throughout the project to contribute directly to the UK PACT case study narrative, highlighting policy innovations and replicable good practices.
- Coordinate closely with the GEDSI and Project Management team to ensure that diversity and inclusion perspectives are reflected in lessons learned.
- Support the communication team in translating lessons into accessible knowledge products (briefs, infographics, or presentations) to showcase results nationally and internationally.
- Ensure that all findings contribute to a replicable learning model.

Expertise Required
- Must be an Ecuadorian citizen or have permission to work legally in Ecuador.
- Bachelor’s degree in Political Sciences, Sociology, Environment Sciences, or Economics.
- Master’s degree in Public Policy, Development Studies, Communications for Development, or related fields.
- Minimum of 5 years of relevant professional experience in systematization of development projects, documentation of institutional processes, or evaluation of multi-stakeholder programs.
- Demonstrated experience in preparing analytical reports, lessons-learned documents, or workshop/roundtable systematizations for international cooperation, government, or financial sector institutions.
- Experience working in climate change, sustainable finance, or institutional governance projects will be considered an asset.
- Strong communication skills to support capacity building delivery with stakeholders
- Proved experience working with development cooperation.
- Advanced knowledge of spoken and written English.
- Familiarity with environmental and social policies, and regulations related to climate change and sustainable finance.
- Understands and actively supports GGGI’s mission, vision, and values.
- Excellent skills in working with multidisciplinary groups.
