The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.


GGGI’s Qatar Country Program, based in Doha, is scaling up its activities to provide advisory and implementation support to the State of Qatar in climate resilience and green growth projects in cooperation with the Qatar Ministry of Environment and Climate Change (MOECC) and other relevant national and international stakeholders. Program’s activities will contribute to the environmental sustainability, economic diversification, and international cooperation goals of Qatar National Vision 2030 and Qatar National Environment and Climate Change Strategy (NECCS).

Qatar country office is looking for an Office Operations Assistant who will also serve as a messenger and official driver to assist day-to-day operations of the Qatar Country Office. The Consultant will function as the focal point for carrying out business transactions for the office and maintaining various corporate services and support functions for business continuity of the Program. The consultant will manage the official vehicle and local travel of staff, maintain the office premise, carry out tasks related to residence permit application, relocation of staff, necessary licensing formalities and collection and delivery of official documents, among others, in compliance with rules and regulations of the GGGI and the State of Qatar.

Working closely with GGGI colleagues, the consultant is expected to perform the following tasks:

  • Manage the official vehicle and local official travel arrangements.
  • Assist in completing and securing legally binding applications, documents, attestations, visa in English or Arabic language as necessary; provide local relocation-related support to staff, as necessary.
  • Coordinate with local and national authorities for official business transactions; maintain various vendor accounts, as necessary.
  • Provide various administrative and logistical assistance e.g., in procuring office equipment and supplies, tax clearance, postal services, bills payment, and record keeping, as needed etc.)
  • Keep record of and manage and maintain the office asset/inventory and a green office environment.
  • Keep the country team abreast of relevant new laws and policies affecting GGGI’s operations in the country.


Output/Reporting Requirements/Deliverables:

  • Liaise with Qatari national authorities for various registrations, submissions, and timely renewal of work permits, visa, Qatar ID, business license, insurance, etc. within the designated timeframe and with zero penalties.
  • Handle online and offline systems to prepare and submit applications to different Qatari authorities: Ministry of Foreign Affairs, Ministry of Environment and Climate Change, and authorities relevant to tax, traffic, and municipality, etc.
  • Flag any issues or potential conflict that may arise in the day-to-day office operations and find solutions accordingly.
  • Maintain and update relevant office documents as required within designated timeframe.
  • Ensure timely payment of monthly utility and service bills.
  • Assist team members and their immediate dependents in relocation e.g., applying for or renewing residence permits, including medical examination and application for Qatar ID.
  • Maintain official records with high confidentiality and monitor expiration date for renewal.
  • Provide driving and office vehicle management services to the team, and any GGGI staff visiting Doha office for official purpose.
  • Maintain office plants and sundry supplies.
  • Assist in printing, binding, scanning, and sorting of office documents including monthly and inventory records.
  • Perform other duties assigned by the Country Representative and supervisor


Consultant will be paid at the rate of USD 150 per day for work performed in accordance with the scope of the assignment and is entitled for 27 days of paid leave in the contract duration (12 months).



  • Bachelor’s degree in office management, administration, or related field desired
  • Minimum five years of relevant work experience in Qatar
  • Fluent in oral and written communication in English and Arabic language (mandatory)
  • Experience of liaising with or working in Qatari government ministries/agencies in an operational role (e.g., messenger)
  • Good grasp of Qatari government information and services systems (online and offline) and Qatari laws, rules, and regulations
  • Must hold a valid Qatar driver’s license with at least 3 years of driving experience in the country
  • Experience working for international organizations, or an embassy is a plus
