Job Description Summary

Manage and coordinate Site Installation activities and processes according to project’s contractual obligations. The PMCC has to ensure that Site Installation activities are performed 100% in line with contractual requirements and quality targets, within scope, on time, and to budget. Promote project opportunities and cost optimization initiatives within his area of responsibility.

Roles and Responsibilities

Operational

  • Identify Construction responsibilities as per tendered position.

  • Review scope, budget, schedule, and risk/opportunities of the contract together with the responsible Construction department.

  • Participate and ensure the handover process from Tendering to Construction reviewing Construction scope and budget; assess and understand potential risks and opportunities.

  • Ensure the Implementation and Compliance of the Delegation Model Strategy defined for the assigned projects.

  • Define the Project rules and conditions; create the Project Guidelines for the respective projects.

  • Ensure the nomination, mobilization and de-mobilization of Site Staff according to defined Schedules.

Managerial (Budget / Administration / People)

  • Ensure resources are appointed and delegated on-time and in compliance with the approved Delegation strategies.

  • Represent the site team in actions related to home office

Functional/transverse (optional)

  • Provide structure feedback with experiences and lessons learned in the duration and closure of the site.

Specific Functional/Technical authority (besides DoA):

  • Access to all meetings, documentation and information needed to execute defined tasks and responsibilities.

  • Access to Financial/Accounting Figures for Site Services in order to assess the performance of the Actual Costs against the Original Budget.

  • Right to initiate Purchase Orders to Sub-Contractors or for Materials required for the execution of the Site Activities.

  • Right to decide on the selection of the Personnel assigned to a project, based on qualifications and specific project requirements.

  • Calling-up and delegating staff via the line office responsible according delegation model.

  • De-mobilize Site Personnel if necessary Safety Conditions are not fulfilled/met.

  • De-mobilize/Replace Site Personnel if Technical or Behavioural Performance is not according to the requirements of the Project.

  • Control the procurement of materials on site.

  • Adjustment of the infrastructure if needed.

  • Off-shore cost forecasting..

  • Interrupt any Site Activities if necessary Quality/EHS requirements are not fulfilled.

  • Right to request EHS Site Audits, within the frame of the Contract.

  • Right and obligation to Challenge Project Management decisions when these decisions conflict with the Safety and Minimum Living Conditions of Site Personnel.

  • Initiate or hold back payments to suppliers based on their fulfilment or non-fulfilment of the terms of the contract.

  • Award contracts and orders for the project in accordance with directives of the line organization & within the delegation of authority of the company.

  • Challenge the SIM regarding evolution of Site Activities including but not limited to budget aspects.

  • Assign and collect Field Service Reports from Site Personnel.

  • Ensure the compliance by the Customer of the Contractual Obligations in regards to Site Services and Infrastructure.

  • Ensure the delivery of Tools and Consumables needed for the execution of the Site Activities, as per contractual requirements.

  • Monitor Erection/Commissioning Punch List for outstanding/pending Site Activities.

  • Initially prepare and arrange to take possession of the site. Develop and plan temporary and permanent site infrastructure together with the Site Manager, whenever possible.

  • Monitor and report on regular basis the overall construction execution, cost forecast and planning. Develop and implement mitigation plans, working in conjunction with the Site Manager and Construction department heads whenever possible.

  • Coordinate and ensure that Purchase Orders for Site Activities are placed opportunely.

  • Monitor and ensure that the erection and commissioning documentation needed for the execution of the Site Activities is available on-site, as per contractual requirements.

  • Guarantee that all Construction related projects and their conditions are executed according to contract requirements.

  • Provide timely, accurate, reliable and actual information to the Project Director and to the Site Installation management, in conjunction with the Site Manager. Report any discrepancies on site.

  • Support/Participate with the Project Director/Manager in the decision making process related to Site Activities.

  • Coordinate Site Installation disciplines for a proper accomplishment of project scope.

  • Serve as liaison between Site Personnel and Customer with Engineering and Support functions within the Company.

  • Ensure that Red Correx and Site QA/QC documentation has been collected and returned to the Home office for distribution/review according organization’s defined processes.

  • Ensure that Company’s Quality and EHS directives are followed on-sites.

  • Promote Margin Improvement Opportunities and Cost Optimization Initiatives.

  • Ensure Equipment suppliers bear weighted responsibilities for the Site Non-Conformances.

  • Ensure Lessons Learned is effectively communicated within the organizations.

  • Participate in Hydro Reviews Meetings for the assigned Projects.

  • To promote the interests and image of the company at all times.

  • Behave according to GE Code of Ethics and Values.

  • Roles that are not otherwise technically specialized in a separate DAW or may cover a range of DAWs within the family. These roles may be individual contributor or they may supervise installation and construction operations on the site (e.g. civil, erection, mechanical/electrical installation). May lead others directly or indirectly and/or manage subcontractors, with technical specific expertise.

  • This does not include scheduling, site EHS or quality.

  • Developing in-depth knowledge of a technical discipline. Uses prior experience and acquired technical expertise to execute policy/strategy.

  • In-depth understanding of key business drivers; uses this understanding to accomplish own work. In-depth understanding of how work of own team integrates with other teams and contributes to the area.

  • Uses some level of judgment and has ability to propose different solutions outside of set parameters but with guidance. Uses prior experience and on-the-job training to solve straightforward tasks. Has access to technical skills and analytic thinking required to solve problems. May use multiple internal sources outside of own team to arrive at decisions.

Required Qualifications

  • University degree (comparable with bachelor or master) in technical and managerial field
