Position Summary:  The Sr. Utility Specialist will serve as a critical member of the Project Development team, reporting directly to the Director of Project Development and External Affairs, and leading utility coordination efforts across early-stage feasibility for EV charging projects. This role is responsible for validating power availability, assessing utility constraints, confirming applicable rate structures and rebates, and driving utility diligence to inform site selection and pipeline advancement. The position plays a key role in de-risking projects, ensuring alignment between utility timelines and development milestones, and supporting the successful execution of Francis Energy’s growing infrastructure portfolio. 

 

Responsibilities:  

  • Serve as the primary point of contact between Francis Energy and utility providers, leading early-stage utility coordination for EV charging project feasibility.
  • Drive utility diligence efforts to validate power availability, capacity constraints, interconnection requirements, and anticipated timelines to support site advancement decisions.
  • Track and manage utility coordination across a portfolio of sites, ensuring timely progress and alignment with feasibility and pre-construction milestones.
  • Partner cross-functionally with project development, pre-construction, and construction teams to align utility strategy with overall project execution and timelines.
  • Identify utility-related risks early in the feasibility process, including capacity limitations, upgrade requirements, and cost implications, and provide actionable recommendations.
  • Develop and maintain strong working relationships with utility representatives to facilitate efficient communication and problem resolution.
  • Provide clear, consistent updates to internal stakeholders on utility status, risks, and key milestones impacting project readiness.
  • Support resolution of utility-related challenges throughout development, ensuring continuity from feasibility through pre-construction.
  • Maintain awareness of evolving utility programs, tariffs, interconnection processes, and industry best practices to inform project strategy.
  • Support continuous improvement of internal utility coordination processes, tools, and data tracking. 

 

Required:  

  • Bachelor’s degree in Engineering, Construction Management, Business, or a related field, or equivalent experience with demonstrated expertise in utility coordination, infrastructure, or project development. 
  • Minimum of 5 years of experience in utility coordination, utility operations, or related infrastructure roles, with demonstrated experience supporting project development, construction, or similar functions. 
  • Strong organizational and project management skills, with the ability to manage multiple sites and deadlines concurrently. 
  • Excellent communication and stakeholder management skills, with experience interfacing with external partners and internal cross-functional teams. 
  • Strong proficiency in Microsoft Office Suite is desired; experience with Smartsheet, SiteTracker, Salesforce, or similar platforms is preferred. 

Preferred:  

  • Experience in EV charging, renewable energy, or utility infrastructure.
  • Familiarity with utility service application processes, tariffs, and rate structures.
  • Working knowledge of electrical distribution systems, EV charging infrastructure, and grid capacity considerations.
  • Experience supporting projects through feasibility and pre-construction phases in coordination with engineering and construction teams.
