Fexco Managed Services are currently recruiting a Programme Executive – Electric Vehicles to join their SEAI (Sustainable Energy Authority of Ireland) team on a 12- month fixed term contract.

The position is based in the SEAI Dublin office and is offered on a hybrid working arrangement, requiring 2 days onsite and 3 days remote per week.

The Sustainable Energy Authority of Ireland (SEAI) was established as Ireland's national energy authority under the Sustainable Energy Act 2002. SEAI's mission is to play a leading role in transforming Ireland into a society based on sustainable energy structures, technologies and practices.


Reporting to the Department of the Environment, Climate and Communications. SEAI is responsible for an annual budget of circa €350m.

To fulfil this mission SEAI aims to provide well-timed and informed advice to Government, and deliver a range of programmes efficiently and effectively, while engaging and motivating a wide range of stakeholders and showing continuing flexibility and innovation in all activities. SEAI's actions will help advance Ireland to the vanguard of the global green technology movement, so that Ireland is recognised as a pioneer in the move to decarbonised energy systems.


What do we do?

The SEAI’s mission is to drive Ireland’s sustainable energy transformation for the benefit of society. SEAI has a key role in driving Ireland’s energy transformation and will ultimately play a significant part in helping Ireland to achieve the targets that have been set both in legislation and the Climate Action Plan.


This position will play a key role in the Communities & National Retrofit Department, as Programme Executive – Community Energy Grant scheme you will be responsible for supporting the delivery of key tasks under the Community Grants scheme to help communities participate in the delivery of energy efficiency and renewable projects to a wide variety of organisations involved in the grant scheme. These organisations will range from homeowners, community organisation, small SME’s to large corporate clients.

We have an exciting opportunity in the Electric Vehicles Team in the Mobility and Smart Networks Department.

The Mobility and Smart Networks Department develop and administer supports, education and guidance on decarbonisation of our energy systems. The department engages, empowers, and enables citizens, communities, and businesses on their decarbonisation journey. The citizen/customer is firmly at the heart of all activity across the department


Electric Vehicles and Mobility

SEAI are supporting the decarbonisation of the Irish transport sector with grants and consumer education on electric vehicles. Supporting sustainable and shared mobility is the next step in this transition.

Reporting to the Programme Manager, this position will play a key role in the Mobility and Smart Networks Department.

Key Responsibilities, Knowledge and Skills


Responsibilities

The responsibilities of the role outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department.

They will include, but not limited to, the following:

  • Management of the day-to-day operation and administration of the Electric Vehicle Grant programme.
  • Support the development of new programmes as needed including a Fleet Assessment Programme
  • Development and management of reporting, analysis and procurement as necessary.
  • Implementing a continuous improvement approach to customer service.
  • Supporting and developing SEAI’s transport communications including the total cost of ownership tool and any other web supports that may be developed.
  • Engaging in research activities, programme development and evaluation of programme impacts.
  • Develop and maintain strong business relationships and work collaboratively with a range of internal and external stakeholders and service providers.
  • Contribute to and participate in various events representing SEAI
  • Support the development of sustainable transport solutions with a focus on zero emission vehicles.
  • Support awareness and education of the Avoid-Shift-Improve framework of the National Sustainability Policy.
  • Investigating longer term LEV transport opportunities including shared mobility and supports for those at risk of transport poverty.
  • Partnering with other SEAI teams to ensure effective co-ordination in transport activities across SEAI programmes.
  • Support smart mobility solutions within SEAI.
  • To undertake any other duties/projects as may be assigned from time to time within the assigned Programmes and across SEAI Business Units.


To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.


Knowledge & Skills

The knowledge and skills required include but are not limited to the following:

  • Excellent communication (written and oral) and interpersonal skills, including ability to communicate technical information to non-technical audiences.
  • Strong interpersonal skills, ability to build and foster positive working relationships and work collaboratively with internal and external stakeholders.
  • Capable of taking ownership of development, delivery, monitoring and review of a multi-million euro grant programme.
  • Well-developed IT skills (Word, Excel, PowerPoint).
  • Ability to work on own initiative and to deadlines/milestones.
  • A capacity to foster a positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively.
  • Flexible approach to problem solving and decision making to ensure the best solution is achieved focusing on the need for greater efficiency and effective delivery.
  • Ability to ensure that decisions are strategically aligned with the Programme.
  • Strong proactive approach to achieving results, including managing scope, time, risk assessment, cost and quality.
  • Some understanding of the EV and transport sector would be an advantage.


Experience and Qualifications

Essential Requirements

The successful candidate must be able to demonstrate:

  • A degree (a minimum of NFQ Level 7 or greater) in a relevant discipline such as Business, Science, Engineering or Communications.
  • Minimum of three years’ directly relevant experience working in this or a related sector or in a similar role.
  • Experience building and maintaining effective working relationships internal and external stakeholders.
  • Excellent communication (written and oral) skills, including report writing, presenting and public speaking, with an ability to communicate complex concepts to non-technical audiences.
  • Well-developed IT skills (Word, Excel, PowerPoint, SharePoint).


Desirable Requirements

  • Experience in promotional activities.
  • An understanding of the motor industry, in particular the vehicle sector.
  • An understanding of sustainable mobility.
  • A qualification in Project Management.
  • Knowledge of public procurement.
  • Experience of public information and awareness campaigns.
  • Experience of using Power BI and developing reports and programme dashboards.
  • Good awareness of climate change and sustainability.
