You in this role
The Advisor, Capacity Development, Leads The Design Of Municipal Capacity Building Programming For Two Innovative, National Initiatives Within FCM’s Green Municipal Fund (GMF) To Demonstrate And Scale New Models Of Financing Energy Efficient And Resilient Home Retrofits
- Community Efficiency Financing, which has helped over 40 municipalities and their partners to launch local financing programs for home energy upgrades using Property Assessed Clean Energy (PACE) and other financing models.
- Residential Resilience Financing, an upcoming demonstration fund to test PACE financing for home resiliency upgrades.
Key Responsibilities
- Contribute to the strategic direction for capacity development programming in GMF’s Community Efficiency Financing and Residential Resilience Financing initiatives, including priority setting, delivery approaches and partnership strategies that respond to municipal needs and complement available funding offers.
- Lead the design, creation and delivery of knowledge resources (e.g. case studies, guides) and learning activities, such as webinars, workshops, technical coaching, peer-learning cohorts, and in-person learning forums that support municipalities and partners at different stages of readiness to effectively design and implement retrofit financing programs .
- Establish and maintain a network of municipalities, public and private sector organizations, associations, and technical experts who are leaders in energy efficient and resilient building retrofits, retrofit financing and related fields.
- Identify and develop partnerships for the delivery of training, technical coaching, and other capacity development activities for municipalities and their partners.
- Review and analyse trends from GMF-supported local retrofit financing programs for the purpose of producing new capacity development products and services based on best practice and lessons learned.
- Contribute to the development and refining of performance measurement frameworks, indicators and data collection tools to measure and report on the impact of capacity development activities.
- Contribute to cross-departmental work planning and reporting in support of GMF program objectives.
- Collaborate on the management of an operating budget for capacity development activities and support the Manager, Capacity Development with budget projections and financial reporting.
- Report to the Manager, Capacity Development, and ensure programming alignment with the strategic direction of GMF’s Community Efficiency and Leverage Programs and GMF’s Local Leadership for Climate Adaptation programs. Ensure the Manager is informed of emerging issues, relationships and opportunities.
- Contribute to FCM’s commitment to becoming a leading anti-racist, equitable and inclusive organization and design capacity development activities to help municipal governments deliver equitable outcomes through GMF-funded projects.
- Collaborate with colleagues within GMF and other FCM programs to ensure a coordinated and complimentary approach to FCM engagement with external partners and our membership.
Must-haves
- Master’s degree in environmental studies, climate policy, urban planning, public administration, program management, adult education or a related field, or an equivalent combination of education and experience.
- Five to eight (5 – 8) years of experience in delivering capacity development programs for individuals, organizations and/or communities, including assessing needs and designing targeted strategies, managing the development and delivery of learning materials and activities, and monitoring and reporting on results.
- Demonstrated experience designing and facilitating online and in-person activities such as participatory forums, peer networks, workshops, online courses and/or training sessions for capacity development and knowledge sharing.
- Experience working with technical experts and consultants to distill content into accessible case studies, guidance documents, and training materials for non-technical audiences.
- Strong understanding of the structure, needs and capacity of municipal governments in Canada – including how municipalities make planning, infrastructure, financing or implementation decisions, and of the institutional, financial and capacity barriers that can limit readiness to act.
- Knowledge of policy and technical solutions related to energy efficiency and emissions reductions, climate adaptation and resilience, particularly in the context existing homes and buildings.
- Experience working in or with municipal governments on energy efficiency and/or climate resiliency initiatives, and/or experience working on the design or delivery of PACE financing programs or related financing programs for building retrofits is considered a strong asset.
- The ability to work in both official languages (English and French) is considered a strong asset.
- Experience collaborating with multi-disciplinary teams to deliver on a component of a larger program, including establishing clear roles and responsibilities and open lines of communication.
- Experience building and maintaining productive relationships with external partners, networks, experts or sector organizations.
- Experience administering small budgets, tracking spending and correcting for variances as needed.
- Ability to spearhead and work independently on projects, including strong project management skills and ability to handle multiple tasks.
- Ability to work in a changing environment and willingness to take on new or evolving responsibilities.

- While you do need to live in Canada for this role, you can primarily work from home. Travel may be required to Head Office in Ottawa periodically. The majority of the GMF team operates from the National Capital Region.
- We do like to visit the areas we are impacting and it allows us to see unique and wonderful parts of our country. You may find yourself traveling nationally no more than 10% of the time.
