About The Role

The People and Power Senior Associate in charge of Citizens mobilisation and organizing is part of the CECC team, driving the People and Power strategy, ECF's key response to the rise of anti-climate populism across Europe. They are responsible for monitoring and enhancing work across countries, with a specific focus on movement building and organising.

Reporting directly to the Citizens' engagement director and working closely with the rest of the pan-European team, they are part of the coordination of the CECC grantmaking in countries and responsible for increasing the agility and depth of our activities with regards to mobilization and organizing: monitoring trends, networking, following innovative projects - and ensuring cross-country exchange of best practice, including through the lead of the << Grassroots and local work >> community of practice.

Acting as a center of expertise, they use (and sometimes create) tools to monitor, evaluate, challenge and promote ECF's work to build resilient ecosystems, both addressing decision-makers and engaging relevant parts of the public opinion. Their priority topics can evolve within time to meet the needs of the ever changing political, social, economic landscape.

Their role also carries representational responsibilities, including budget accountability, funder relations, and deputizing for the Citizens' Engagement Director when required.

  • Workstream anchor responsibilities

Develop and deliver the strategy, objectives, KPIs, and timeline for movement-building / community organizing under the People and Power strategic framework ;

Support the cross-country (and if relevant cross-sector) monitoring and learning of movement building work and contribute to funder reporting ;

Coordinate consistency across countries ;

Connect with EU team and International portfolio to identify potential for escalation / cross-fertilization opportunities ;

Take part in central CECC hub rapid response and surge efforts during critical political or external moments.

  • Country liaison responsibilities

Serve as point of contact for colleagues across countries working on movement building, organizing and local citizen action and support them with strategic implementation (key learnings, new trends, network connections...)

Ensure the connection between in-country work and pan-European data, insights and key audiences

Identify opportunities for cross-fertilization across countries

  • Strategic tools, learning & capacity building

Monitor trends and innovation relevant to People and Power strategy (focusing on balance of power within and outside of institutions, from political inclusion and community organizing to innovative tactics) to support benchmarking and strategic-thinking across CECC

Lead "Grassroots and Local work" Community of Practice with a country colleague, to strengthen delivery across the organisation;

Develop and disseminate strategic tools, analysis, and insights to improve People and Power strategy implementation;

Provide training and capacity-building support for internal colleagues and external partners on relevant expertise.

  • Budget, funding & grant-making

Manage relevant cross-country projects under CECC budget

Support the CECC Directors' funding pitches for People and Power -related initiatives;

Support reporting to funders in collaboration with relevant CECC Directors.

Act as a point of contact for funders, partners, and external stakeholders on mobilization and organizing;

Experience and Competencies

An experience as an active member of a grassroots or volunteer-led movement (mandatory)

At least 5 years' experience in strategic communications, public affairs, mobilization or campaigning, with a proven track record of delivering impactful campaigns;

Experience building and sustaining networks with civil society, funders, and other relevant stakeholders;

Good understanding of power distribution, public opinion dynamics, with the ability to situate campaigns in wider political and cultural contexts;

Knowledge of climate, energy, democracy, or social justice issues

High levels of self-motivation and independence, combined with a collaborative, team-oriented approach;

Fluent in written and spoken English;

A genuine interest in the mission and values of the ECF.

Occasional international travel will be required for meetings and events.
