Responsibilities :
Overall Function

Working within EDF's team of attorneys, scientists, economists, and policy specialists, the Senior Attorney, Clean Power will focus on developing, advocating, and defending solutions on more complex legal matters and projects within the Legal and Regulatory team. Additionally, this position will address climate and air pollution from fossil fuel power plants and advance organizational priorities before the Environmental Protection Agency. The Senior Attorney will additionally advance the historic Inflation Reduction Act’s climate and energy provisions, low-cost clean energy solutions, and organizational priorities before the Department of Treasury and other agencies.

The Senior Attorney will report to the Senior Director and Lead Counsel, Climate Risk & Clean Power and will work in a high-performing, fast-paced, and multi-disciplinary setting.

Key Responsibilities
  • Advance EDF’s climate, clean energy, and health priorities before the U.S. Environmental Protection Agency, the U.S. Department of Treasury, and other decisionmakers, partners, and policymakers.
  • Lead the development of briefs, motions, and other litigation documents.
  • Develop litigation strategy in complex cases and advocate for relevant policies before federal and state policy makers.
  • Prepare detailed legal and policy submissions and comments in the context of complex regulatory proceedings, as well administrative petitions and other formal administrative requests.
  • Participate in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
  • Analyze key legal authorities and development of legal memoranda in support of strategic decision making.
  • Support organizational litigation priorities and provide counseling concerning organizational legal issues.
  • Interpret key court decisions.
  • Develop reports and whitepapers to influence public policy and engage in public education and outreach.
  • Build and maintain strong relationships with public health, environmental, and environmental justice allies.
  • Advise, supervise, and mentor junior staff and legal interns.
  • Assist Development staff in fundraising efforts, including drafting funding proposals and reports for benefactors and foundations.
  • Professionally represent EDF at various important internal and external events.
  • Develop and apply expertise in environmental law and regulation.
  • Additional relevant responsibilities as assigned.

Qualifications
  • At least 5 years working experience in practice area.
  • Professional law degree (JD) from a school of law accredited by the American Bar Association, with background in environmental, energy and administrative law.
  • Current member in good standing of the bar of a state, territory of the United States, or District of Columbia.
  • Familiarity with the Clean Air Act, Inflation Reduction Act, Administrative Procedure Act, and other key federal statutory and case law.
  • Excellent oral, written, interpersonal, and negotiation skills.
  • Attentive to detail and proactive.
  • Strong organizational, problem solving, and analytical skills.
  • Strong ability to work independently and collaboratively with a multidisciplinary team across multiple time zones.
  • Ability to apply specific professional level functional knowledge to solve problems requiring the identification and analysis of moderately complex variables.
  • Demonstrated self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.
