Job Summary:
We are seeking a dedicated and knowledgeable professional to lead and manage Open Access Compliance and Approvals, taking full responsibility for securing all necessary permissions, overseeing billing and metering activities, and managing energy settlements to ensure seamless power evacuation and uninterrupted delivery from generating stations to end consumers, for all projects connected to Central Transmission Utility (CTU) and State Transmission Utilities (STUs) pan India.
The successful candidate will play a pivotal role in ensuring timely securing the statutory and regulatory approvals, maintaining compliance with national and state-level power sector regulations, and facilitating smooth coordination with key stakeholders including CTUIL, SLDCs, GRID INDIA, STUs, DISCOMs, RLDCs, NLDC etc.
Key Responsibilities:
- Review, understand and stay updated with all relevant regulatory frameworks, policies and regulations applicable to Open Access and Energy Settlement as per compliance.
- Apply and obtain STOA, MTOA and LTOA approvals for both STU and CTU projects.
- Secure and manage various Agreements required for the Open Access and Energy Settlement compliance.
- Facilitate state‑specific Open Access permissions, including feasibility assessment, NOCs and approval documentation.
- Coordinate with CTUIL, SLDCs, GRID INDIA, STUs, DISCOMs, RLDCs, NLDC and any other regulatory authorities to ensure timely processing of all required approvals.
- Ensure uninterrupted power flow permissions for scheduling, dispatch and wheeling from generating stations to consumers, along with energy settlement between the generator, consumer and authority
- Prepare, compile and submit all documentation required for OA applications, NOCs, various agreements, wheeling/banking approvals and regulatory submissions.
- Maintain accurate documentation for audits, internal records and compliance reviews.
- Ensure full compliance with CERC/SERC regulations, state Open Access policies, transmission/wheeling frameworks and SLDC/RLDC/NLDC guidelines.
- Coordinate with legal and regulatory teams to ensure that all agreements and submissions meet statutory compliance requirements.
- Prepare and manage OA documentation linked to power exchange transactions (IEX/PXIL), including DAM, TAM, RTM, GTAM and GDAM participation requirements.
- Manage registration of projects and entities on SLDC, NLDC and RLDC portals, ensuring complete and accurate onboarding.
- Ensure correct generator‑to‑consumer mapping and synchronization of project configurations across all LDC portals.
- Liaise with SLDC/RLDC/NLDC for all required approvals, clarifications and compliance obligations.
- Manage wheeling & banking agreement, and the settlement and reconciliation of banked energy with utilities.
- Coordinate inter‑state and intra‑state banking transactions, including approval processes, banking methodologies and commercial settlements with DISCOMs, utilities and consumers.
- Track all OA‑related charges & losses, including transmission and wheeling charges & losses, SLDC fees, banking adjustments, cross‑subsidy surcharges (if applicable) and UI/DSM obligations.
- Maintain project‑wise and PPA‑wise billing, settlement, payment tracking and recovery dashboards.
- Ensure timely payment collections, validate settlements and raise supplementary invoices in case of deviations.
- Coordinate monthly OA bill settlements with DISCOMs, SLDCs and power traders, ensuring accuracy and timely closure.
- Monitor DSM/UI deviation charges, ensure correct settlement and implement corrective actions to minimize deviation‑related liabilities.
- Engage effectively with internal teams such as Business Development, Billing, Finance, Legal, Contracts and PPA functions for seamless execution.
- Maintain strong liaison with STU/CTU officials, DISCOMs, SLDCs, NLDC/RLDC and regulatory bodies to enable smooth operations.
- Provide regular updates and status reports to senior management on approval progress, risks, bottlenecks and mitigation plans
Qualifications & Requirements:
- Graduate degree in Engineering (Electrical preferred) or equivalent relevant qualification
- Minimum 10 years of experience in Open Access approvals & processes, SLDC/RLDC coordination, energy settlement, scheduling or regulatory/commercial power domain
- Strong understanding of Open Access regulations, Transmission/wheeling frameworks, SLDC/RLDC scheduling processes, OA charges & losses, energy settlement, DSM/UI settlement, banking rules, Power exchange platforms (IEX/PXIL) and proven experience coordinating with DISCOMs, STU/CTU, SLDC/RLDC
- Strong analytical, documentation and stakeholder management skills
- Proactive problem-solving mindset with the ability to manage multi-state approvals simultaneously
- Willingness to travel as required
