Senior Project Manager for Project Controls (Offshore Wind Development Programme)

Working directly for our client the Infrastructure Delivery Partner to their client, who develops, manages, and operates Ireland’s Electricity Grid. They are responsible for the safe, secure and reliable supply of Ireland’s Electricity. Their job is to bring power from where it is generated to where it is needed throughout Ireland, Onshore and Offshore. They are responsible for connecting Electricity Generation Infrastructure, such as Offshore and Onshore Windfarms, into our National Electricity Grid.
The Irish Government is taking major steps to make Ireland carbon neutral by 2050. These steps include a commitment to increase the proportion of Electricity Generated from renewable sources. Ireland’s Climate Action Plan places Offshore Wind at the centre of the State’s commitment to producing up to 80% of Ireland’s energy from Renewable Sources
Job Description
The role will be in the Offshore Phase 2 Team, where the successful candidate will fulfil the role of Senior Project Manager for Project Controls. This is a hands-on role that provides support to the Project Management and Controls Manager and works in close collaboration with the Cost Manager to ensure robust Cost Control, Change Management, and cost forecasting during the FEED and Development Phase.
The role focuses on Integrating Change Control with Cost Impacts, Maintaining Cost and Change Data Integrity, and supporting governance, reporting, and decision-making—rather than owning the overall project cost management function. The role also acts as the interface between Cost, Schedule and Risk Management Manager and the IPMO team.
Key Responsibilities
Change Management & Baseline Control
- Proactively manage Change To Scope, Schedule and Cost by maintaining the project performance measurement baseline, ensuring all changes are properly assessed, costed, and approved before implementation
- Manage the operation of the project change control process in line with governance and regulatory requirements.
- Maintain the Change Register, ensuring all cost-related changes are logged, tracked, and statuses accurately.
- Coordinate the assessment of cost impacts of Scope, Schedule, and Risk Changes, working with the Cost Manager, Scheduler and Risk Manager.
- Prepare Change Request documentation for internal approvals and Gateways.
- Track cumulative change impacts against approved budgets and contingencies.
Cost Management Support
- Support the Cost Manager in maintaining Cost Control Tools, cost breakdown structures (CBS), and cost reports.
- Assist with budget tracking, commitment tracking, and forecast updates, ensuring alignment with approved changes.
- Reconcile Cost Data across packages and workstreams to ensure consistency between Cost, Schedule, and Change Records.
- Support the preparation of cost inputs to monthly project reports and executive briefings.
Schedule Management & Progress Reporting
- Work with Project Planners/Schedulers to develop, maintain, and analyse the project schedule, including Critical Path Analysis, Resource Loading, and progress tracking, ensuring schedules are realistic, updated, and aligned with project objectives.
- Be a key contributor to Quantitative Risk Assessment (QRA) processes and reporting on same.
Cost Control, Forecasting & Reporting
- Support production of Cost Forecasts and Trend Analysis, reflecting approved and pending changes.
- Assist with analysis of cost movements, drivers, and variances for management review.
- Track actual costs against budgets, analyse spending trends, and forecast cost at completion. Prepare cost reports, monitor variances, and provide early warnings of potential overruns
- Ensure change-related cost impacts are clearly visible and traceable in forecast and reporting outputs.
Governance & Assurance
- Support compliance with internal governance, preparedness for Gateway requirements, and regulatory expectations
- Provide audit-ready records for cost and change approvals.
- Support responses to assurance reviews, third-party cost reviews, and internal audits.
Interface & Coordination
- Works with the Integrated Planning Office on Risk, Cost, and reporting systems to provide a unified Project Performance Picture
- Act as a key interface between Project Controls, Contract Management, Cost Management, Risk Management, Scheduling, and Work Package teams.
- Support Package Managers in understanding Cost and Change Requirements and timelines.
- Support in the production of regular reports on Schedule, Cost, Performance indicators, and Project Status for Internal Leadership and External Stakeholders. This includes integrating data from multiple sources to provide accurate, timely insights
- Ensure alignment between Cost, Schedule, Risk, and Change Datasets.
- Support QRAs
Risk Management & Early Warning Systems
- Support the Risk Management Team in identifying, assessing, and monitoring Project Risks, Maintain Risk Registers, and implement early warning mechanisms to flag emerging issues. This responsibility includes evaluating and monitoring uncertainty and contingency allowances and advising on mitigation strategies.
Knowledge, Skills and Experience
- Bachelors Degree in Engineering, Construction Management or Project Management, Quantity Surveying or similar discipline
- Chartership, NFQ 8, Relevant Leadership and Management Training
- 10+ Years of relevant experience
- Experience in Project Controls Software including Oracle Primavera Cloud, P6, Risk Management Software etc.
- Experience in Project Controls, Cost Control, or Change Control on Large Infrastructure Or Offshore Projects.
- Strong understanding of Change Management and its impact on cost and forecast.
- Experience supporting Cost Reporting and Forecasting in Complex Projects.
- High attention to detail and strong data management skills.
- Experience in Offshore Transmission, Offshore Wind, or Major Regulated Infrastructure Projects.
- Familiarity with FEED-phase cost development and governance
- Experience supporting regulatory or staged approval processes (Gateways).
- Working knowledge of Cost Management and Project Controls Systems
