This post based in Singapore, to lead the PPCA’s communications work to enhance the public debate on the benefits and feasibility of the coal-to-clean transition in Southeast Asia and contribute to PPCA’s wider comms activities, reporting to the Communications Lead.
Who We Are
The Powering Past Coal Alliance (PPCA) is a coalition of over 180 members working to advance the transition from unabated coal power generation to clean energy. Founded in 2017 by the United Kingdom and Canada its membership now includes almost a third of the world’s countries, financial institutions, sub-national governments in the most coal-dependent regions in the world and leading utilities. The PPCA Secretariat is hosted by E3G, an independent climate change think tank, which provides management and administrative support to the Secretariat, plus strategic analysis and advice.

Role Overview
Lead the PPCA’s communications work to enhance the public debate on the benefits and feasibility of the coal-to-clean transition in Southeast Asia and contribute to PPCA’s wider comms activities, reporting to the Communications Lead.
Key Responsibilities
- Communication Strategy: Work with the PPCA Comms Team, the broader PPCA team, and with relevant governments (PPCA co-chairs: the UK and Canada; CTC co-chairs: France and Indonesia) to lead, develop and deliver comprehensive communication strategies that effectively communicate PPCA’s value proposition to our key target audience, closely following the political and media debates in Southeast Asia to identify where strategic communications can be usefully deployed in order to speed up the coal-to-clean transition.
- Messaging: Develop and refine compelling and impactful narratives that effectively address local priorities, concerns, and opportunities while creating a compelling vision of a prosperous, resilient future powered by clean energy. Identify regional proof-points and case studies, as well as leverage closed-door PPCA engagements to generate exclusive insights. Operationalise narratives with a wide range of communications material (e.g., press releases, press briefings, social media content, op-eds, blogs, communication support during events), ensuring consistency across all communication channels.
- Media Relations: Bring a strong understanding of the media landscape in Southeast Asia to the PPCA Team. Cultivate strategic media partnerships through consistent engagement, positioning PPCA and its spokespeople as a valued resource for regional energy transition insights. Proactively identify opportunities to engage the media and pitch stories, deliver media assets, develop speaking points and other supportive material for interviews.
- Stakeholder Engagement and Events: Establish new partnerships and leverage existing ones to refine and amplify messages and identify and elevate local influential voices in comms activities. Use social media to increase visibility and create and strengthen connections. Coordinate online or in-person events for the PPCA Team, co-creating the initial concept and seeing them through to completion. Support the PPCA team in representing the organisation at other relevant events to establish relationships and enhance the Alliance’s profile.
- Monitoring and Evaluation: Track and analyse the impact of PPCA’s communications efforts in Southeast Asia, including media coverage, social media tracking and stakeholder feedback. Provide regular reports to senior staff and funders on the effectiveness of communication strategies and identify areas for improvement.
- Contribute to the broader comms activities of the PPCA’s comms team as required.
About You
- A strong track record of building and maintaining impactful media relations in Southeast Asia, including pitching stories and securing media coverage.
- An enthusiasm to embrace complex, technical topics, and transform them into compelling narratives about the benefits and feasibility of the energy transition.
- The versatile and adaptable skills necessary to flourish in a fast-paced and wide-ranging work environment and work across time zones.
- Capability to meet deadlines independently in fast-paced environments.
- Fluency in written and spoken English, our working language; additional languages are an asset.
Skills & Experience
- At least five years of professional experience in leading external communications, including developing and implementing communication strategies.
- Proven experience in working in networks with a strong track record of leading on stakeholder management. Demonstrated ability to work with a diverse range of stakeholders, including governments, think tanks and financial institutions.
- Proven experience in delivering events.
- Understanding of digital comms tools and platforms, including social media management, website content management systems, and email marketing.

- E3G offers a reward and benefits package which compares well with other organisations within our sector. The indicative salary range in the Singapore is $72,000 SGD - $76,800 SGD dependent on experience and qualifications of the chosen candidate.

E3G will require candidates to demonstrate that they have the right to live and work in the jurisdiction in which E3G employs them. Occasional international travel may be required from time to time.
