Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  • Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
  • Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
  • Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.


The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role

The Head of Climate Resilient Development is a senior leadership position responsible for KINETIK’s climate-resilient development portfolio, encompassing sustainable infrastructure systems and broader climate mitigation and adaptation initiatives. The role provides technical leadership across priority sectors, ensuring that sector development, project preparation, and system-level interventions support low-emissions and climate-resilient outcomes.

The Head of Climate Resilient Development is responsible for technical leadership across KINETIK’s priority sectors and cross-sector climate initiatives, including renewable energy, water, sanitation and solid waste, sustainable transport, and broader climate resilience and low-emissions development interventions. The role leads the technical development of KINETIK’s climate-resilient development pipeline, ensuring sector strategies and project concepts are translated into well-defined, feasible, and investment-ready opportunities that support climate resilience, GEDSI, and inclusive development outcomes. Financing structuring and transaction execution are led by the Head of Financing and Transactions, within the strategic direction set by the Deputy Director Financing and Delivery.

As a member of the Executive Leadership Team (ELT), the Head of Climate Resilient Development contributes to strategic decision-making and program governance, with primary responsibility for the technical leadership and delivery of the infrastructure and cross-sector climate portfolio under the direction of the Deputy Director Financing and Delivery. The role works closely with the Head of Financing and Transactions to ensure projects are developed to a standard that supports financing and investment, and with the Head of Policy and Partnerships to ensure sector activities are aligned with policy, regulatory, and partnership frameworks.

The role is also expected to serve as KINETIK’s senior climate specialist, providing leadership across both policy and technical dimensions of climate mitigation and adaptation as they relate to infrastructure systems. The role ensures that KINETIK’s sector engagement supports a broad range of climate-resilient development outcomes, including both infrastructure and non-infrastructure interventions where these contribute to investment readiness, system strengthening, and climate impact.

The Head of Climate Resilient Development will enable sector Leads (Renewable Energy, Water, Sanitation and Solid Waste and Sustainable Transport) to engage directly with the Policy, Partnerships and Inclusion (PPI) pillar on policy and partnerships relevant to their sectors, ensuring end-to-end coherence across the program's sector engagement.

These senior leadership roles are being recruited concurrently. DT Global will consider candidates across aligned technical and management profiles, with final role configuration and responsibilities calibrated to ensure the strongest overall leadership team composition across the Financing and Delivery, Climate Resilient Development, and Financing and Transactions functions.

About You

Essential Experience and Knowledge

  • Postgraduate qualification in engineering, environmental / climate science, urban planning, or a related field.
  • Minimum 12 years of experience in infrastructure and/or climate-resilient development, with demonstrated expertise in climate-resilient and sustainable infrastructure, including at senior leadership level.
  • Strong track record of leading infrastructure and/or climate-resilient development portfolios across multiple sectors (energy, water, sanitation and waste and transport).
  • Demonstrated experience working with government agencies (including infrastructure, environment, or natural resource agencies) and development partners.
  • Experience with DFAT-funded programs or similar donor-funded development initiatives.
  • Strong understanding of climate resilience principles and their application to infrastructure and cross-sector systems.
  • Experience in Indonesia or Southeast Asia climate and development (including infrastructure) contexts.


Desirable

  • Experience with climate finance or blended finance approaches.
  • Experience integrating GEDSI considerations into infrastructure design and delivery.
  • Indonesian language skills (for international applicants).
