About The Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as it aims to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

  • Delivering and reporting on the flexible finance provided by MFAT;
  • Developing/updating national climate change plans and reporting frameworks;
  • Developing an investment-ready pipeline of projects;
  • Delivering climate change priorities;
  • Improving climate finance reporting; and
  • Accessing a broader range of climate funding.

About The Role

The Communications Specialist will support Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) develop a communications strategy to disseminate SIIVA and MRV data to diverse audiences aligned with the MECDM Communication Strategy.

Key objectives:

  • To develop and deliver a structured communication strategy that effectively shares SIIVA and MRV data with policymakers, communities and sectoral stakeholders.
  • To strengthen MECDM’s internal capacity for communication through mentoring of the Knowledge Management Officer, working with the MECDM communication team and coordination liaise with the Ministry of Finance and Treasury (MoFT)
  • To ensure communication products are inclusive, culturally appropriate, and accessible to all stakeholders, including marginalised groups.
  • To mentor the Knowledge Management Officer and build internal capacity for strategic communication.


About You

  • Master’s degree in communications, Journalism, Development Studies, or related field.
  • Minimum 7 years of experience in strategic communications, preferably in climate change or development sectors.
  • Proven experience in developing communication strategies and knowledge products for diverse audiences.
  • Strong writing and storytelling skills with ability to translate technical content into simple formats.
  • Familiarity with climate data systems and reporting frameworks.
  • Demonstrated experience in capacity building and mentoring.
  • Experience working in the Pacific region.
  • Integrating and mainstreaming GEDSI into communication and knowledge products.


Desirable

  • Ability to design visual content and manage digital platforms
  • The Specialist is expected to work primarily in-country in Honiara, as in ‑ person engagement with MECDM teams, the Knowledge Management Officer, and local stakeholders is considered essential for effective delivery.
