Shape the strategic direction of the Energy Group's support and delivery of Victoria's transition to Renewable Energy.

DEECA is seeking an experienced and strategic executive leader to drive the State's transition to renewable energy. This newly created critical position will be responsible for establishing and leading a new Division that shapes the overarching direction of the Energy Group's strategy, policy and program delivery, ensuring Victoria is well positioned to meet its renewable energy goals and broader sustainability and energy security outcomes.

Reporting to the Deputy Secretary, you will work closely with the Senior Executive Leadership Team to lead strategic planning, policy development, and the delivery of complex, high-impact programs. You will provide strong, influential leadership across the Energy Group, ensuring alignment of priorities, effective governance, and delivery excellence in a dynamic and evolving environment. Your main focus will also be leveraging key relationships across the Victorian Government and other jurisdictions to ensure that the purpose and status of the energy transition is well understood and actively supported.

You will lead the development and execution of whole-of-energy strategies, navigating complexity and ambiguity while synthesising multiple sources of information to support informed decision-making. A key focus of the role is to embed a high-performance, customer-focused culture, building capability across a large workforce and inspiring teams to deliver on DEECA's vision and the Victorian Public Service values.

As a senior member of the executive, you will also play a key role in shaping divisional strategy, strengthening partnerships, and driving outcomes that support Victoria's transition to a renewable energy future.

About You

To be successful in the role, you will have:

  • Demonstrated senior leadership experience within government, with a strong understanding of policy development and the operating environment
  • Proven ability to lead large, complex teams and embed a high-performance, customer-focused culture
  • Strong strategic thinking skills, with the ability to navigate ambiguity and synthesise complex, multi-source information into clear insights and actions
  • Experience translating organisational vision and strategy into meaningful outcomes and deliverables for teams
  • A track record of confidently challenging the status quo and making sound, evidence-based decisions in complex environments
  • Highly developed stakeholder engagement and influencing skills, with experience building and maintaining effective partnerships across government, agencies and the non-government sector
  • Alignment with the Victorian Public Sector Leadership Capability Framework, including strengths in self-awareness, continuous learning, and leading through others
  • Experience in the energy sector is desirable but not essential

About The Organisation

We employ approximately 6,300 staff, including around 600 seasonal staff, across more than 86 locations throughout Victoria, across energy, environment, climate action, water, agriculture, and resources portfolios.

Our challenge is to maintain Victoria's liveability, with a population expected to almost double by 2050, while responding to climate change and protecting our natural environment, infrastructure and heritage for future generations. We take a community-centred approach and involve communities and key stakeholders in decisions and policies that affect them and we collaborate across our portfolios to design and deliver services and programs.

This is a fixed term position available for a period of up to 5 years. The work location for this position is 8 Nicholson Street, East Melbourne with hybrid work arrangements available.

Preferred candidates will be required to:
