You will lead and manage policy on some of the Government’s top national security priorities, working with industry partners and colleagues across government to ensure that robust security and resilience measures are in place across Critical National Infrastructure (CNI) in the Downstream Gas and Electricity sectors. This is a high priority area, commanding Ministerial interest from across HMG.
With our energy landscape changing rapidly, the effects of climate change being felt, and geopolitics becoming increasingly uncertain, ensuring that our energy system is secure and resilient has never been more important. The COVID-19 Inquiry Module 1 Report, recent extreme weather events, infrastructure failures, and the Russian invasion of Ukraine have all heightened awareness of resilience issues and focused Government attention on energy security.

We monitor risks to gas and electricity supplies from hazards and threats, both now and through to 2050.
We provide guidance on how to build resilience and reliability into the Net Zero transition, ensuring energy security in a rapidly changing energy landscape.
We liaise with security experts to ensure our Critical National Infrastructure is protected.
We also provide policy expertise during energy incidents or emergencies and develops risk-specific plans and operational readiness to ensure the Department and energy industry is prepared.

Person specification
We are recruiting for a Risk and Response Policy Advisor within the Downstream Gas and Electricity Resilience team. The team is close-knit, friendly, versatile, and inclusive, with a broad portfolio of work. As part of this multi-disciplinary team, you will lead policy to ensure the security of our gas and electricity networks.
This role offers a mix of policy, strategy, and operational components, providing an opportunity to craft priorities and be an integral team member as we grow our capability and influence.
In role you will lead on the development of resilience policy for the gas and electricity sector, with a specific focus on emerging risk during the transition to Net Zero and Clean Power 2030. You will work across the gas and electricity industry, as-well as the Department to build policies that increase resilience of existing and new energy infrastructure to a range of hazards, such as extreme storms.
You will support the development of HMG legislative levers in the event of a gas or electricity emergency, ensuring we have sufficient processes in place to deploy these tools efficiently and effectively. This will include developing high-profile policy on how UK government prioritises the supply of gas and electricity in the event of either a gas or electricity emergency.
You will manage a cross-government work programme to ensure other critical sectors are preparing for key gas and electricity risks listed on the National Security Risk Assessment. To deliver this you will build strong relationships across HMG, translating technical system knowledge to support Critical National Infrastructure sectors in understanding impacts of energy disruption on their sectors and using this information to inform our policy development.
You will also play a key role in responding to disruptive emergencies in the energy sector when they occur; developing viable policy options and advising Ministers on appropriate response actions.
All of the above involve significant engagement and collaborative working with the electricity and gas industry, energy teams across DESNZ and other government departments.

A location based reserve list of successful candidates will be kept for 12 months. Should another role become available within that period you may be offered this position.
