DAI is currently accepting applications for the Project Coordinator (Municipal Governance Expert) position for the upcoming EU funded project "Bridging Inequalities through Greener Municipalities". The purpose of this technical assistance project will be to support selected South African municipalities to address some of these key service delivery challenges while focusing on smart and green solutions, enabled by digitalisation and the use of technologies. It will help build adaptive capacity and capabilities in the face of climate change, resource depletion, financial shocks, growing inequality and poverty, in particular inequality in sustainable access to (greener) water, energy or waste management services. The project is expected to run for 4 years starting indicatively in Q3 2026 and the expected input of the Project Coordinator (Municipal Governance Expert) is approximately 800 working days across 4 years of project duration. The place of performance is Centurion, Gauteng, South Africa with expected travel/missions to the 4 selected Municipalities.

Expected Job Description:

  • To enhance the performance / effectiveness of selected municipalities through: drafting of implementation plans to increase systems to improve capacity in the 4 municipalities to enable the municipality to perform at optimal level; drafting of long-term financial plan for selected municipalities; drafting adoption and implementation action plans for greener service delivery practices (nature based approaches) for inclusive, gender responsive, disability sensitive and efficient, managerial and operational implementation (Green Municipalities guidelines and ethics); and, drafting adoption and installation plans for inclusive green infrastructures (digital and data solutions; and smart technologies), for improved municipal capacities and capabilities.
  • To facilitate municipalities´ green investments by supporting the South African Government Department of Cooperative Governance and Traditional Affairs (COGTA) in: drafting an Alternative Energy model and solutions for Local Government; drafting an Alternative Water model and solutions for Local Government; identifying blended finance mechanisms and getting potential green infrastructure projects in the 4 municipalities to feasibility; preparation of green investment/infrastructure projects for improving water/energy/waste management in each municipality; developing Waste to energy solutions in each of the 4 selected municipalities; creating socially accessible and environmentally sustainable, innovative financing ecosystems and opportunities available to each of the selected municipalities; and, development of green and social projects, investments and programmes that involve women and youth over the duration of the assignment.


The ideal candidate should have the following qualifications and experience:


  • Ideally a Master degree in Project Management or alternatively a Master Degree in Economics, Finance, Engineering, Urban / Regional Planning or similar discipline.
  • Proven knowledge of South Africa Local Government sector and Environmental Affairs legislations;
  • Fluency in English.
  • A minimum of 12 years of General professional experience in local government / financial management / engineering / social science/ economics/ legal/ auditing/or related discipline.
  • At least 4 years of experience in infrastructure planning, development, and financing;
  • At least 3 years of experience in environmental and climate change management;
  • At least 3 years of experience in working in or with Municipalities on planning, development, financing and implementation of green infrastructure projects, especially in South Africa, will be a strong advantage
