Duties and Responsibilities:

The Environmental Law Enforcement Associate will support the capacity building of enforcement partners from the communities, LGUs, and site-based national government agencies in the Mount Mantalingahan Landscape focusing on operational skills and planning, development of enforcement systems, and enforcement information analysis. Part of the Associate’s work will include the monitoring of enforcement action plans and coordinate actions with partner stakeholders to ensure the prevention of leakage from the Project site.

A major function of the Associate’s work will include networking and collaborating with various partners both onsite and the provincial level, ensuring collaboration across enforcement agencies.

KEY RESPONSIBILITIES

  • Organize and implement enforcement trainings under the guidance of the Environmental Law Enforcement Coordinator and the Policy and Governance Advisor and in close coordination with the Policy & Governance Team Lead.
  • Conduct site assessments as needed to develop appropriate enforcement actions to protect the restoration, priority protection, and general enforcement sites in the landscape.
  • In partnership with the stakeholders, develop enforcement action and patrol plans to be implemented in the project sites and monitor compliance of the targets. Assist in the adaptive management of enforcement activities to adjust to the evolving trends of violators.
  • Network with the relevant enforcement agencies to build collaborative approaches to protect the Project site
  • Perform the necessary community organizing and character development of project-supported communities, LGUs and their enforcers to instill dedication in forest conservation and built a social fence around the landscape.
  • Monitor the progress of the capacity building activities for enforcement and determine areas for improvement through the project cycle.
  • Maintain the necessary records related to enforcement in the Project site, provide analysis on enforcement data, and submit quarterly and annual reports as required.
  • Assist the Environmental Law Enforcement Coordinator and team managers in obtaining the necessary security reports from partner agencies to ensure staff safety.
  • Perform additional duties as directed by the Policy and Governance Advisor related to environmental law enforcement that will contribute to the objectives of the project.

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

  • This position does not manage a budget or public/private funds.
  • This position directly manage staff and may coordinate with partners and Consultant as needed.

Qualifications:

  • Bachelor’s Degree in environmental science, criminology, law or other related fields.
  • At least 2 years of relevant experience in environmental regulation or environmental law enforcement, with demonstrated experience in evidence gathering and case filing with the judicial and administrative agencies.
  • Advanced training skills on intelligence gathering and analysis preferred.
  • Must have built relationships with environmental law enforcement agencies in Palawan and be familiar with specific environmental laws, rules and regulations covering the province.
  • Experience in community organizing and team development related to environmental law enforcement.
  • Must be a team player, being able to work in a diverse multi-cultural environment.
  • Good written and speaking skills, being able to provide detailed reports if necessary.

Working Conditions:

(in keeping with Philippine Government and CIPFI regulations health and safety regulations during

COVID-19 pandemic)

  • Field work will involve extended stays onsite, often outdoors, primarily in upland areas of Mount Mantalingahan or the mangrove areas in partner LGUs. Travel to the upland areas may require several hours of hiking through the mountain forests of the 5 LGUs and may involve staying outdoors in tents if needed.
  • Ability to work outside of normal working hours to meet project deadlines.
  • Will engage with various stakeholders, from national and LGU law enforcers, to Indigenous Peoples communities
