POSITION SUMMARY - This position could be based in Colombia, Mexico, Guyana or Ecuador

This position will provide general support to the GEF portfolio, including but not limited to keeping track of GEF policies, discussions at the GEF council meetings, and managing submissions of CI-GEF projects in the GEF portal/online system. This position will also manage and provide oversight on a limited number of GEF projects based on the discretion of the VPs of the division.

The Manager, Global Environment Facility (GEF) Portfolio Support reports to the Vice President of the CI-GEF Agency. While this position is based in the Latin America region, it has a global remit and is expected to work with team members based in the Africa and Asia regions.

RESPONSIBILITIES

CI-GEF Policies and Agency Portfolio Management

  • Keep track of GEF, follow the decisions of the GEF council, and provide updates to the division lead on GEF policies and guidelines.
  • Guide the divisions to ensure that the CI-GEF portfolios comply with all GEF policies, including technical, safeguard, and fiduciary policies.
  • Develop or modify CI-GEF policies to comply with new GEF requirements.
  • Contribute to the maintenance of CI’s GEF accreditation.
  • Provide strategic guidance to the VPs of the CI-GEF Agencies on GEF policies and strategies.
  • Participate in project and portfolio-level monitoring and supervision tasks.
  • When requested, prepare feedback on consultation versions of GEF policies, compiling inputs from other team members.
  • Advise CI-GEF Agency staff on key dates related to the PIF/PPG phases, including GEF cancellation policy, CI-GEF Agency delivery standards, technical clearance, safeguard reviews, budget, and finance clearance.

Pipeline Development and Management

  • Maintain GEF pipeline in GEF and CI systems (SharePoint, Raisers Edge, Proposal and Agreement Routing Slip (PARS), etc.). Provide information on the GEF pipeline regularly. Keep track of CI-GEF agency fiscal year targets.
  • Serve as the primary point of contact for the online portal of the GEF, reviewing and submitting project submissions, and resubmissions.
  • Track FSP submission and inclusion of CI-GEF projects in GEF Work Programs.
  • At the discretion of the GEF VPs, undertake tasks related to the development of GEF, including researching new funding modalities and preparing briefing notes on new project ideas.

Project Management

  • Serve as Project Manager for a limited number of projects from the PIF stage to project implementation and closeout.
  • Lead quarterly monitoring meetings with CI-GEF team and Executing Agencies to ensure that projects are on track to meet milestones, and prepare documentation as required.
  • Serve as point of contact for major issues between CI-GEF team and Executing Agencies. Guide whether issues should be communicated to the GEF.
  • Participate in supervision missions as necessary.
  • Support other CI-GEF project managers as needed.

People and Resource Management Responsibilities

  • Accountable for managing public or private funds important to achieving CI objectives.

WORKING CONDITIONS

  • Guidance on flexible work arrangements will be shared during the interview process.
  • Travel between 20-30% may be required.
  • Ability to work extended hours to meet deadlines.
  • This position follows a hybrid work structure, working some days from the office and some remotely. Guidance will be shared during the interview process.

QUALIFICATIONS

Required

  • Bachelor’s degree in environmental science, social science, or related field.
  • 4-6 years of related work experience with project/program design or project implementation support, in the areas of environment and/or development.
  • Excellent English language speaking, writing, and editing skills.
  • Strong ability to work independently and/or remotely, while maintaining productivity.
  • Demonstrated ability to work in team environments and cultivate productive collaboration across a diversity of stakeholders.
  • Demonstrated ability to deliver high-quality products subject to strict deadlines.

Preferred

  • Experience with GEF projects.
  • Ability to read, write, and speak French and/or Spanish.
