Overview
Attorney General Andrea Joy Campbell seeks an experienced leader to join her management team as Chief of the Energy & Ratepayer Advocacy Division (ERA).
Division: Energy & Ratepayer Advocacy Division (ERA) advocates on behalf of customers of Massachusetts electric, gas, and water companies. ERAs mission includes ensuring just and reasonable rates, supporting a smart, cost-effective and equitable clean energy transition, and protecting consumers from predatory energy companies.
Position
Division Chief full-time exempt position. The Division Chief, with a Deputy Chief, supervises a division of approximately 23 employees (Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison, and an Administrative Assistant).
Responsibilities
Supervise and direct ERAs ratepayer advocacy activities before the Massachusetts Department of Public Utilities (DPU), ISO New England and NEPOOL, and the Federal Energy Regulatory Commission (FERC).
Provide guidance on legal strategy and review/approve regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements.
Develop and implement ERAs strategic policies, including policy toward the Commonwealths statutorily mandated clean energy goals; engage with the Legislature on energy policy and proposed legislation.
Maintain relationships with external stakeholders; represent ERA at conferences, convenings, and other events to ensure ratepayer representation in energy policy discussions.
Oversee division administration, including hiring and personnel matters, drafting periodic reports, attending meetings with the Attorney General and senior staff, and coordinating division events.
Handle significant or sensitive matters as time permits.
Position Details
Position Type: Full-Time/Exempt
Hybrid/work: Some remote days; in-office at Boston or regional offices as required.

Qualifications
Must be a member of the Massachusetts Bar.
At least seven (7) years of legal experience, with at least five years in regulatory or administrative law relevant to ERAs work.
Ability to litigate policy and technical issues with emphasis on economic, financial, and accounting issues.
Demonstrated management, communication, legal-analytical, negotiation, and oral advocacy skills; sound judgment.
Ability to collaborate with internal and external stakeholders, including constituents, press, and other state, federal, and municipal officials.
Ability to understand diverse perspectives and interact with communities with empathy and sensitivity.
Ability to work in a fast-paced, team-oriented environment.
Active Massachusetts Bar membership in good standing at the time of application.
